CONTACT Gene Potter, Project Manager (303) 291-7315 Email: gene.potter@state.co.us Question Due in writing to gene.potter@state.co.us by 5:00 pm 1/21/2022 SCOPE OF WORK The intent of the project is to develop an overall masterplan for the property and complete design work on the South Shore and complete the design work of the campground facility on the "Morfitt Property". The design development for the South Shore Campground will be completed concurrently with the master planning efforts for the site. If budget permits, CPW would also include the development plan and design of the Visitor Center and associated structures. The planning period for this assessment shall be a minimum of 20 years, and shall include detailed discussion on the impacts of anticipated growth around the Park. The scope of work undertaken will require an Architect/Landscape Architect/Civil Engineer team to work with CPW on planning and preparing associated documents, construction drawings, specifications and permitting for but not limited to the following proposed services: Masterplan: o Camping facilities o Full service o Tent sites o Yurts o Cabins o Traffic circulation o Parking o Trail system including coordination with City of Delta Trails Masterplan o Fishing access and facilities (parking, piers, cleaning stations, access, etc.) o Hunting Areas (waterfowl) o Restroom facilities o Visitor Center o Camper Services Buildings (2 minimum) o Amphitheater/outdoor classroom o Playgrounds o Archery Range o Fishing/recreation/irrigation ponds o Pump Track with single track trails o Pickle ball court o Swim areas (expansion/new/redevelopment) o Shop/Storage Facilities o Critical natural area identification and preservation o Impact of future growth and development adjacent to the Park o Buffer zone determination o Utility requirements and proposed layout (water, sewer, electric, irrigation etc.) o Storage Yard (Public RV & Boat) o EV charging facilities o ADA accessibility o Fencing Phase 1 - Development Plan and Construction Drawings (South Shore): o Campground (including boat in campsites) o Shade shelters o Jetty repair and shoreline protection o Parking, circulation and signage o Drainage, detention and water quality o Restroom Facilities o Utilities (water, sewer, electric, irrigation, etc.) o Campground "Morfitt Property" o Camper services building o Parking, circulation and signage o Drainage, detention & water quality o Restroom Facilities o Playground, locations and design Phase 2 - Development Plan and Construction Drawings (Phase 1 - if funding allows) o Visitor's Center o Demo plan for existing o Full customer service Point of sale Shopping o Conference Room o Take advantage of views o Customer & employee restrooms o 4-6 offices (estimated o Storage o Pavilion (weddings, etc) o Shop o 4-bay shop o Utilities (water, sewer, electric, heat, network, etc.) o Office o Restroom o Line Shed (4-5 bay) o Other o Entry Station o Group Picnic Area(s) o Restrooms o Playground o Amphitheater Design Deliverables will include but not limited to (Final list will be determined during proposal process with selected consultant): o MASTERPLAN o Natural Resources Zone Map Threatened and Endangered Species Identified Significant Natural Resources Buffer Zones o Proposed Land Use Zone Map o Phasing Map o Trail Plan o Operational Plan including operating costs aligned with phasing o Written report summarizing discussions and decisions o SITE ANALYSIS o Site survey o Soils report o Environmental assessment o Archeology, Paleontology, Threatened and Endangered Species o Wetlands and other sensitive habitats o SCHEMATIC DESIGN (South Shore Campground/"Morfitt Property" Campground/Visitor Center/Shop) o Conceptual layouts and elevations o Conceptual Costs o Coordination with local utilities which will be effected (Electric, Telephone, Gas, Cable, etc.) o Coordination with Fire District o DESIGN DEVELOPMENT o Proposed site plan o Proposed building elevations o Proposed cross sections showing roads and trails o Layout of any utilities and coordination with Utility Companies o Re-vegetation/erosion control/planting plan o Preliminary Cost Estimate o Drainage Report in conformance with County Requirements o Utility Report (water, sewer and electrical) o Traffic Study in conformance with County Requirements o Electric Easement Legal Descriptions o STAMPED CONSTRUCTION DRAWINGS (in hard copy 11" x 17" format and electronic AutoCAD files and PDFs) AND REPORTS (Hard Copy and PDF) o Final site plan, sections, elevations and details o Ability to package as individual projects o Utility plan and details o Domestic Wastewater Treatment Facilities and Permitting o Documentation and Support o Grading and drainage plan o Re-vegetation/erosion control/planting plan o Engineer/Architect stamped building construction plans, details and structural calculations. o Specifications o Bid Schedule and Engineer's Estimate o Other documentation as needed to obtain permits for construction from: Delta County Utility Provider State Electrical State Plumbing Etc. o LEED Certification per Colorado Revised Statute (if applicable) SUBMITTAL FORMAT Consulting firms responding to this request are instructed to tailor their submittal to specifically address the proposed project. Please limit submittal package to a Cover letter and Qualification package limited to 15 pages (cover pages, RFQ Submittal Form, W9, table of contents and resumes of project team members will not count towards the 15 pages). Interested firms shall include the following in their submittal: 1. Include pertinent company information, including company name, entity type, FEIN number, home office address, local address (if applicable), telephone, facsimile, contact name and email address. Include a signature of someone to bind your firm (Refer to form included in this Scope of Work). 2. W-9 3. Organizational Chart of Team Members - List roles and responsibilities. 4. Include a description of the previous working relationships of the project team members. 5. Resume of Project Manager - Please include the following: Educational Degrees, Professional Credential & Licenses, Professional practice experience, and a list of related projects and responsibilities. 6. Summary of 3-5 of the most current and related projects - Include overall summary of the project, project manager, reference and contact information for each project. 7. Project Understanding and Approach. 8. Project Schedule, Discussion and Deliverables. 9. Exceptions to the Project RFQ - Indicate any requested exceptions to the stipulations set forth in this RFQ, or if such is the case, acknowledge that no exceptions are taken. Further, indicate that the Draft Professional Services Agreement (attached) has been read in its entirety and that consultant, if selected, will enter into the Agreement without exception. SUBMITTAL PROCESS Submittals shall be responsive to and address all considerations identified in this request. Be clear and concise when describing relevant project experience. Firms being considered should submit one (1) electronic copy [PDF] of the Statement of Qualifications (SOQ). Submittals must be clearly identified as a RFQ for RFQ1-2022*43 and shall show such information on the outside of the submittal packet or email subject line.
