The email on February 1, 2020, included an RFP from the IDOT that was titled, "District 3 Consolidated Design" and the IDOT Base Proposal Template. The email on October 8, 2020, included Sheet C.01 that was titled, "Overall Area" and "Subconsultant Scope and Budget". CTS understands that this portion of the project will consist of the office building portion of the site, which is located on the east side of Sioux City in Woodbury County, Iowa.
