Site work and new construction of a mixed-use development in Oxford, North Carolina. Completed plans call for the construction of a municipal facility; for site work for a municipal facility; and water / sewer project.

Landfill cell construction for the proposed approximate 7.7 lined acre expansion of the Oxford MSW Landfill, Unit 2 - Phase 2, to include but not limited to, sediment and erosion controls, foundation grading, composite liner system, leachate collection system, protective cover system, force main, gravel roads, testing and surveying, seeding and mulching and site stabilization. Bids will be received for Single Prime Bids. All Contractors are hereby notified that they must have proper license as required under the state laws governing their respective trades. General contractors are notified that Chapter 87, Article 1, General Statutes of North Carolina, will be observed in receiving and awarding general contracts. General contractors submitting bids on this project must have license classification for Unlimited Commercial. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company, insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal, or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law. A performance bond and a payment bond will be required for one hundred percent (100%) of the contract price. Payment will be made based on ninety-five percent (95%) of monthly estimates and final payment made upon completion and acceptance of work. The Construction shall be complete within 135 calendar days from the date of Notice to Proceed. After Contractor receives written Notice to Proceed by way of signed contract with Owner, a construction schedule is to be submitted to the engineer. Contractor will not be held responsible for delays outside of their control per the provisions of Article 23 of the General Conditions. Contractor will be assessed liquidated damages in the amount of $1,500 per day after the completion time in the construction contract if there is any remaining work or punch list items as prescribed in the Supplimentary General Conditions. Bidders are to provide three (3) references of similar recently completed projects with the sealed bid. The Contractor shall secure and pay for all permits, licenses and inspections necessary for proper execution and completion of the Work which are customarily secured after execution of the contract and which are legally required when bids are received or negotiations concluded. No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days. The Owner reserves the right to reject any or all bids and to waive informalities.
