BIDS WILL ONLY BE EVALUATED FROM BIDDERS OR THEIR REPRESENTATIVE WHO ATTENDED AND SIGNED IN TO THE MANDATORY PRE-BID CONFERENCE, AND ALL OTHER OFFERS WILL BE CONSIDERED NON-RESPONSIVE.
