Contract "A" for RoofReplacement at Essex Fells School (Modified Bituminous Roofing) Contract "B" for Roof Replacement at Essex Fells School (Asphalt Shingle Roofing) Project Location: 102 Hawthorne Road, Essex Fells, NJ 07021 Contract A - Modified Bituminous Roofing - Work under this contract includes removal of existing membrane roof systems, and coverboards down to the existing roof insulation, including removal of base flashings, copings, fascias and expansion joints and installation of new modified bituminous membrane roofing over new coverboards, with new metal fascias, copings and expansion joints at all existing low slope/membrane roofs. Scope ofwork also includes full and partial removal and replacement of insulation at some roof areas. All metal work, including fascias, trim, gutters, downspouts, flashings, and counterflashings, etc. at and/or adjacent to roofs receiving bituminous membrane roofs as shown on the drawings shall be included under this contract u.o.n. Contract B - Asphalt Shingle Roofing- Work under this contract includes removal of existing asphalt roof systems including 2 layers ofshingles, underlayment, ice shield, and flashings down to the existing roof deck, and installation ofnew asphalt roofsystems, including underlayment, ice shield, and flashings. All metal work, including fascias, trim, gutters, downspouts, flashings, and counterflashings, etc. at and/or adjacent to roofs receiving asphalt shingle roofing as shown on the drawings shall be included under this contract u.o.n Bid proposals for the above Contracts will be received from Bidders registered with the Division of Revenue and Department of Labor. All Bidders proposing to Bid shall be classified in accordance with N.J.S.A. 18A:18A-27, as to the character and amount of public work on which they shall be qualified to submit a Bid by the Department of Treasury, Division of Property Management and Construction (DPMC). Bidders shall submit with the Bid current prequalification certificates issued by the DPMC for one of the following classifications: CONTRACT A: General Contractor with a Classification of C008 General Construction, or General Contractor with a Classification of C009 General Construction/Alterations and Additions, or, Roofing Membrane Modified Bitumen Contractor with a Classification of C068. In addition, the Bidder is required to submit with the Bid, a current prequalification certificate issued to the Bidder or its subcontractor by the DPMC, for the following DPMC Major and Specialty Trades: Roofing Membrane: C068 (If bidder is C008 or C009). General Construction: C008 or C009 (If bidder is C068). Structural Steel: C029 Plumbing: C030 HVACR: C032 Electrical: C047 CONTRACT B: General Contractor with a Classification of C008 General Construction, or General Contractor with a Classification of C009 General Construction/Alterations and Additions, or, Roofing-Tile/Slate/Shingles Contractor with a Classification of C072 In addition, the Bidder is required to submit with the Bid, a current prequalification certificate issued to the NOTICE TO BIDDERS Bidder or its subcontractor by the DPMC, for the following DPMC Major and Specialty Trades: Roofing Shingles: C072 (If bidder is C008 or C009). General Construction: C008 or C009 (If bidder is C072). Plumbing: C030 HVACR: C032 Electrical: C047 Each Bidder shall also be registered pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. and shall provide a valid and current registration certificate with its Bid as to the bidder and all subcontractors. Any Bid submitted without a copy of valid and active prequalification/classification certificates may be rejected as non-responsive to the Bid requirements. Each Bidder shall submit with its bid, a Consent of Surety as per N.J.S.A. 18A:18A-25 from a Surety company licensed to write business in the State of New Jersey, stating that the Surety will provide the successful bidder and its subcontractors with a performance/payment bond in the full amount of the contract. The Owner may waive informalities in Bids in accordance with the law. The Owner also reserves the right to reject any and all Bids in accordance with the law. All Bidders must submit a Business Registration Certificate and a Political Contribution Disclosure Form with their Bid Package. All Bidders must comply with N.J.S.A. 18A:18A-20 "American Goods and Products to be used where possible." Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq., pertaining to the "Public School Contracts Law. The Essex Fells Board of Education reserves the right to reject any and all Bids, or to waive any informalities in the bidding in accordance with the law. Notice to Proceed: The Essex Fells Board of Education intends to issue a "Notice to Proceed" For Contract "A" on or about February 2, 2022 and a "Notice to Proceed" for Contract "B" on or about April 4, 2022. All work specified in this Contract shall be complete by August 31,2022
