Site work and renovation of a municipal facility in Paterson, New Jersey. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.
Work to be performed as a part of the base bid for this project shall consist of limited demolition, clearing of vegetation, replacement of windows, installation of building mounted lights, installation of site furniture, construction of decorative fencing, painting and all other work necessary to complete base bid improvements as shown and on the project plans and described in the project specifications. Work to be performed as a part of the alternate bid for this project shall consist of the installation of historic light poles and foundations, and all necessary demolition, concrete work, and electrical work to achieve fully operational historic light poles as shown and on the project plans and described in the project specifications. Location- 59 Spruce St Paterson, NJ 07501 Bids must be submitted on the standard Proposal Form provided by NJCDC in the manner designated therein, and must be enclosed in a sealed envelope bearing the title of the bid, name and address of the bidder on the outside; addressed to NJCDC Director of Real Estate, and delivered to 32 Spruce Street, Paterson, NJ prior to the date and time set at the place herein. NJCDC is not responsible for any hand delivered or third party delivered bids which do not arrive at the proper time or location. Any such bid will be returned unopened to the vendor. All documents contained in this package must be returned to NJCDC in their original form. No substitutions, alterations, or modifications of any of the bid documents are permitted. A person bidding on a contract for the erection, alteration or renovation of a public building, structure, facility or other improvement to real property, the total price of which exceeds $100,000.00 shall furnish a guarantee as provided for herein. It is required that the bid guarantee must be accompanied by a surety company certificate (known as a Consent of Surety) duly authorized to do business in this State and satisfactory to NJCDC, stating that such surety company will provide the bidder with a guarantee bond or other surety as a guarantee indemnification. Failure to include this item will mandate rejection of a bid. NJCDC requires that a bidder awarded a contract submit a Performance Bond in the full amount of the award. This bond shall be made to NJCDC and shall be held as security for the performance of the construction period from notice to proceed to completion of the project. The Performance Bond shall be submitted within ten (10) days of the date of the award letter. Failure to submit Performance Bond shall be cause for declaring the contract null and void pursuant to N.J.S.A. 40A:11-22. Bidders must comply with regulations of the "New Jersey Local Public Contract Law", Affirmative Action regulations P.L. 1975, c127. (N.J.A.C. 17.27), the New Jersey Prevailing Wage Act 12:60-1 et seq. P.L.1963, chapter 150 (N.J.S.A.34:11-56-1 et. seq. and.N.J.S.A.34:11-56.25 et. seq.) and the New Jersey Contractor Business Registration Act N.J.S.A.52:32-44(P.L.2004, c57) Funding for this project is provided by The United States Department of Housing and Urban Development through the City of Paterson Department of Community Development. Therefore, all Federal Prevailing Wage Regulations as well as Federal Labor Standards will apply. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lower-income residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority, and Women's Business Enterprises are encouraged to submit bids. Bids or proposals in excess of $100,000.00 must be accompanied by a written affirmative action plan. The Work to be performed under this Contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701. New Jersey Community Development Corporation reserves the right to consider bids for sixty (60) days after receipt thereof, and further reserves the right to reject any and all bids, waive informalities, and make such awards or take action as may be in the best interest of NJCDC. THE PUBLIC WORKS CONTRACTOR REGISTRATION ACT N.J.S.A.34:11-56.48 et. seq. requires that a general or prime contractor and any listed subcontractors names in the contractor's bid proposal shall possess a current and valid certificate at the time the bid proposal is submitted. After bid proposals are received and prior to award of contract, the successful contractor shall submit a copy of the contactor's certification along with those of all listed subcontractors. All non-listed subcontractors and lower tier subcontractors shall be registered prior to starting work on the project. It is the general contractor's responsibility that all non-listed sub-contractors at any tier have their certificate prior to physically starting work on the job.
