This Community Workforce Project is a component of the Pilot Program authorized under Section 34 of Senate Bill 160, also known as the FY 2024 Bond Bill. As contemplated by the FY 2024 Bond Bill, and asmemorialized in that certain Memorandum of Understanding (MOU) between OMB and Delaware Building and Construction Trades Council, on behalf of itself and its affiliates and members, OMB has established for this project a union workforce goal of fifty percent (50%), meaning that 50% of all of laborperson hours for the entire project will be performed by union workers. As required by the FY 2024 Bond Bill, the awarded contractor will be required to enter into an agreement with OMB in furtherance of the Pilot Program. Under the Pilot Program agreement, the awarded contractor will be required to honor its union labor commitments and will have mandatory reporting requirements. The MOU and the form of Pilot Program agreement are included as attachments to the Instructions to Bidders. Plans are available for this project. To obtain a set, please contact the owner.
