The Village of Lincolnshire hereby solicits qualified and interested firms to submit statements of qualifications for the purpose of contracting with a qualified engineering firm to provide Phase 3 construction engineering services for the Village of Lincolnshire Barclay Boulevard Resurfacing Project. It is the intent to solicit interest from those firms that are prequalified by the Illinois Department of Transportation to perform this type of work. The Village of Lincolnshire is located in Lake County approximately 34 miles from downtown Chicago, Illinois. The Village covers an area of approximately 4.7 square miles. Qualifications will be evaluated following Village of Lincolnshire Qualifications-Based Selection (QBS) Written Policy and Procedure in accordance with IDOT BLRS Manual Section 5-5.06(e) as the project is using Federal Surface Transportation Program (STP) funding. The following criteria and weighting are to be utilized in the evaluation of qualifications for development of the short list of consultants to be considered for potential negotiations. Consultants are required to address each evaluation criteria below and to be specific in presenting their qualifications. Technical Approach (20%) Firm Experience (30%) Staff Capabilities (Prime/Sub) (30%) Work Load Capacity (5%) Past Performance (15%) The Barclay Boulevard Resurfacing Construction project is currently being designed and is scheduled to be on the June 2022 IDOT Letting. Surface Transportation Program (STP) Funds are being utilized for both the Phase III Construction Engineering and Construction funding. The project involves the resurfacing of Barclay Boulevard from Illinois Route 22 (Half Day Road) to Aptakisic Road (1.12 miles). The scope of work includes removal and replacement of the asphalt surface, drainage structure repairs, replacements, and adjustments, curb and ADA ramp repairs and replacements, pavement marking installation, and signage installation. A complete set of design plans will be provided to the successful consultant. The following list of tasks is intended to be indicative of the types of activities contemplated under this contract. The actual scope of work will be negotiated. The construction engineering activities may include but not be limited to the following activities: 1. Provide construction observation and management services; 2. Provide material testing services as required for the work. 3. Attend all IDOT required meetings for the use of STP funding 4. Prepare final record drawings and all required documentation for the project to comply with the use of federal funds. 5. Assist the Village of Lincolnshire with status updates to the Village Board, residents and businesses in the Lincolnshire Corporate Center as required. 6. Attend meetings with village staff, residents, and/or the Village Board as necessary The Method of Contractor Selection has not been determined at this time.
