Sidewalks are a building block of a well-rounded transportation network and one of Nashville Department of Transportation and Multimodal Infrastructure's (NDOT's) most requested services. The city is working to advance new sidewalk projects into construction more quickly in order to expand our 1,100 mile sidewalk network. Capital sidewalk projects often include the installation of closed drainage infrastructure (curb-and-gutter) where none previously existed. This new storm drainage will tie into the existing drainage network (either open or closed system). Selected contractors will be required to install storm infrastructure in accordance with engineered plans and to Metro Water Service's (MWS) specifications and approvals. Contractor shall not move any MWS facilities without current approved, MWS stamped plans. Other water utility relocations required by the installation of storm pipe (water distribution and sanitary lines) may be required as part of these projects, or may be contracted out separately by MWS. Other necessary non-water utility relocations will require coordination by the Metro sidewalk contractor. Contractor will generally be provided full design plans including estimated quantities. However, it is possible that non-complex projects will not require full design plans and contractors may be asked to submit a proposal based on a concept design (30% design level) and/or a field review of the project. The projects solicited under the IDIQ contracts will generally not exceed $2,000,000 each for construction with anticipated construction durations of less than 2 years. Nashville Department of Transportation and Multimodal Infrastructure (NDOT) reserves the right to issue project exceeding the $2,000,000.00 and/or may extend beyond the 2 year duration. NDOT will be responsible for all inspection of these projects and may use contracted CEI services to track installed quantities, payment, approved construction means and methods, etc. As detailed above, MWS may choose to be responsible for installation and inspection of certain aspects of the project within their purview. The projects will vary in scope, complexity, and linear footage. For past projects, the typical scope has been approximately 1,500 linear feet of sidewalk with new storm drainage infrastructure. The typical project construction duration has been one year. NDOT reserves the right to bundle two or more projects if in the best interest of Metro. Sidewalks are typically defined as concrete walkways intended for use by pedestrians and located within the established rights-of-way. However, other types pedestrian paths may be required under the scope of this project, including: asphalt multi-use paths either within or outside of the right-of-way, pedestrian plazas/gateways or other amenity areas including decorative hardscape elements, brick sidewalk matching those of historic areas, concrete or otherwise protected medians intended as safety features for pedestrian use, protected paved shoulders for use by pedestrians, etc. Contractor may be required to coordinate impacts directly with property owner. This includes times during which their driveways will be unaccessible, etc. Projects may require restitution of private property features (driveway tie-ins, mailbox relocations, landscaping, etc.) which could also require minor additional property owner coordination. Minority Business Enterprise (MBE) Percentage Goal for the first year has been established at 11% . The Minority Business Enterprise (MBE) Percentage Goal will be established annually based on availability. Offerors will be required to comply with the Equal Business Opportunity Program on a project request basis. Offeror acknowledges that it will be required to comply with the EBO program requirements on a project request basis. Women Business Enterprise (WBE) Percentage Goal for the first year has been established at 11% . The Women Business Enterprise (WBE) Percentage Goal will be established annually based on availability. Offerors will be required to comply with the Equal Business Opportunity Program on a project request basis. Offeror acknowledges that it will be required to comply with the EBO program requirements on a project request basis. If awarded, maintain for a minimum of three (3) years after completion of the contract and final payment detailed records of all correspondence and responses thereto, logs of all telephone calls made and received regarding Metropolitan Government solicitations, copies of advertisements in publications and other media, and other relevant papers required by the Program. Provided a written explanation for rejection of any potential subcontractor or vendor to the BAO, include the name of the firm proposed to be awarded the subcontract or supply agreement, where price competitiveness is not the reason for rejection. Contract Acceptance Offeror must indicate your acceptance of the attached contract for this solicitation. If any exceptions are taken, attach a PDF file to your quote identifying the exceptions and labels as Contract Exceptions. If no exceptions to the contract are stated, they will not be granted after the contract is awarded. Exceptions taken after the award will result in the withdrawal of the intent to award and offeror's firm suspended from upcoming solicitations. If exceptions to the contract are stated, evaluation scores will reflect Metro's assessment of the exceptions. Contract exceptions may result in the rejection of the proposal as non-responsive; if, in the sole evaluation of Metro, the requested changes are unacceptable.
