3 PROJECT DESCRIPTION The Finance & Administration Cabinet, Division of Engineering & Contract Administration (DECA) is seeking design services for the Kentucky Department of Parks. The engineering design services shall provide a study report containing a structural assessment of existing Park facility construction. The structural engineer will visit multiple parks to review structural issues in the Eastern region which is mainly East of the Interstate 65 corridor. Buildings to assess include but are not limited to Lodges, Guest Wings, Conference Centers and Pool/fitness buildings. Assessment shall include but not be limited to main structural supporting members, exterior walls, roofs, stairs/railings, porches and walkways. Areas requiring improvement are to be prioritized with detailed narrative including photographs, notations on existing structural plans indicating areas to address and budgets to assist Parks in project planning. Any emergency issues are to be highlighted and the design engineering services may be expanded to a design project to address the issues. DECA also reserves the option to increase services for design should additional funding become available. The number of Parks to visit is still under review and to be negotiated with the successful design consultant. Consideration is for a minimum of 10 Parks in the Eastern region for purposes of this RFP. Past Vendor Performance may be considered in the award of this Contract. Vendors with a record of poor performance in the last 12 months may be found non-responsible and ineligible for award.
