Contractor Awarded Address: Covington, LA 70433-9125 USA Base and All Options Value (Total Contract Value): $24000000.00 : The work to be performed under this contract consists of dredging at various locations within the Mobile District. These sites include both deep and shallow draft projects and the Gulf Intracoastal Waterway as well as coastal restoration projects, beach nourishment projects and any other project requiring the use of a dredge in Alabama, Mississippi, and Florida. The scope of this contract also provides for any other type or size dredge other than those specifically called for in the specifications. The scope also includes supplying dredge related supplies and equipment such as tugs, barges, cranes, geotextile tubes, sheet pile, land based heavy equipment for disposal operations, and other marine equipment associated with channels and coastal restoration projects. Other marine equipment or materials such as geotextile tubes, sheet pile, additional hand labor crews, environmental monitors, divers, etc., that are not specifically called for within these specifications will be negotiated with the individual task order. The Contracting Officer may elect to negotiate cubic yard task orders for some projects in lieu of the standard dredge rental rate DREDGE PLANT: The work to be performed under this contract consists of furnishing an ocean certified hydraulic cutterhead pipeline dredge with pump discharge of not less than 30-inch diameter and must be able to work in exposed marine environments along the Gulf Coast that are exposed to rough sea conditions such as the outer Mobile Bar channel. The dredge will be complete with all necessary materials, supplies, (including fuel, power, and water) labor, and transportation for maintenance dredging operations as specified in the above paragraph. More specific dredge and attendant plant requirements are discussed below.. The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. In accordance with FAR 14.202-8 and FAR Part 4.5, bidders will be required to submit their bids in response to this IFB solicitation by 2 pm CST on 08 Feb 2022 via electronic means to include bid bonds. Physical copies of bid bonds will not be required to be submitted unless otherwise requested by the Contracting Officer at a later date. Bidders that are interested in submitting bids will use the DoD Secure Access File Exchange (DoD SAFE), which provides a time stamped notification to the Government when a file is uploaded. Interested bidders should contact Lesley Thomas at lesley.m.thomas@usace.army.mil to obtain a unique "request code" needed for each offeror to upload their bids no more than 5 days in advance of the closing date. Once bidders receive this code, they will be allowed to upload their bids from 7 Jan 2022 at 0900 am up to 08 Feb 2022 by 2 pm CST. A timely bid is the one time-stamped by DoD SAFE before the deadline established above.
