Any proposal received after the time last announced for opening proposals may be retained by KEYS or returned to the bidder, but such proposal may be rejected as not responsive. Any questions received after noon on January 28, 2022 will not be addressed Each proposal should be accompanied by a Certified Check or Bid Bond payable to the UTILITY BOARD OF THE CITY OF KEY WEST in an amount not less than five (5%) percent of the amount of the proposal as security. Each proposal should constitute an offer to KEYS, as outlined therein, and should be irrevocable after the time announced for the opening thereof. KEYS reserves the right to reject any or all proposals, to waive irregularities and informalities in any or all proposals, and to separately accept or reject any item, items, bid schedule or bid schedules of the proposal which KEYS deems to be in the best interest of the Utility Board. The Successful Contractor shall provide all the necessary labor, material, equipment, and supervision to perform the following: Design LifeJacket(R), OR EQUALS, per KEYS specific poles, square direct imbedded, caisson foundation for steel pole, direct imbedded square concrete pole in caissonfoundation. Mobilize all required equipment, personnel and safety train as needed; Concrete repair as needed to column bases / caissons / poles of the 119 identified. Exposed reinforcing steel / connect steel to assure electrical continuity per LifeJacket(R), OR EQUALS, installation recommendations; Provide continuity testing report for each poles; Clean and prep for LifeJacket(R), OR EQUALS, installation; LifeJacket(R), OR EQUALS, sizes will be confirmed by Contractor prior to ordering. Sizing is the responsibility of the Contractor based upon each pole's need. Install LifeJacket(R), OR EQUALS, per sizes identified. (LifeJacket(R), OR EQUALS, will be supplied by Contractor and include zinc mesh anodes(s), pre-wired and #10 AWG HMWPE isolation, and 2" diameter pumping ports. Complete all jacket/anode wiring from Contractor installed bulk anodes to Junction Boxes. Pump LifeJacket(R), OR EQUALS, with concrete mix as specified by Contractor's Engineer. Contractor to pull concrete cylinder samples for testing by independent contractor. Install bulk anodes near base of poles(s). Bulk anodes shall be securely fastened to pole. Comply with means and methods per DEP, USACE and FKNMS permit. If modification is necessary for permitting, updates will be provided by Contractor to the governing agency until mutually agreed upon by the governing agency andContractor. External grounds will be cut for jacket installation. Proper repair and restoration of external grounds is included in the scope of this project. Clean up all areas disturbed through the performance of this Project and demobilize.
