The consultant shall provide all the services as outlined below to complete each task in order to meet the requirements of Rule 4311. Proposals shall be organized by task and shall address Task 1-5 as outlined below. Task 1 - Project Management and Meetings: The objective of this task is to track and execute the project in accordance with the schedule, budget, and quality expectations that are established. Task 2: a) Feasibility Study and Propose and Analyze 3 Alternative Solutions: The consultant shall outline the current and future facility needs as it pertains to Rule 4311. The consultant shall provide and analyze three viable solutions for the City of Clovis Landfill to be in compliance with the San Joaquin Valley Air Pollution Control District Rule 4311 pertaining to Flares. b) Recommendation and Implementation Strategy: Provide a recommended alternative solution for compliance, including a planning level cost estimate, implementation strategy and estimated schedule showing how the City of Clovis can meet the timelines required in Rule 4311. c) Feasibility Letter Report: Prepare a letter report that summarizes the findings outlined in the tasks above. This task shall include: Deliverables: i) Draft Report in .pdf and word document digital format. ii) Final Report - five (5) hard copies and .pdf and word document digital format. Task 3 - Authority to Construct (ATC): Complete and submit to the San Joaquin Valley Air Pollution Control District an Authority to Construct (ATC) application for the selected plan of action for meeting compliance with Rule 4311. The deadline to submit the ATC is July 1, 2022. The ATC application as well as guidelines for completing are attached for reference. Task 4 (Optional) - Plans, Specification and Estimate: All work and to obtain necessary approvals from applicable agencies and to complete full design. a) 30% Preliminary Engineering plans and estimate. b) 65% Plans, specifications, and estimate. c) 95% Plans, specifications, and estimate. d) Final Plans, specifications, and estimate. Task 5 (Optional) - Bidding Support and Construction Administration: a) Bidding Support: Assistance responding to requests for information or clarifications during bidding, including preparing addenda to the project plans and/or specifications as necessary. b) Construction Administration i) Submittal Review ii) Responding to Request for Information (RFI), including preparing addenda to the project plans and/or specifications as necessary. The method of Contractor Selection has not been Determined at this time
