Renovation of an educational facility in San Antonio, Texas. Completed plans call for the renovation of a educational facility.
The Project is generally described as follows: Replace existing air handling units and fan powered boxes, replace ductwork and piping, provide new controls for new equipment, replace ceilings and lighting fixtures in renovated areas as indicated on the drawings and specifications to include all general construction, mechanical, electrical, plumbing and all other work as indicated on the construction documents. Each proposal must be accompanied by proposal security in the amount of five percent (5%) of the total proposal, including all additive alternatives, pledging that the successful Offeror will, within 30 calendar days after the successful Offeror is notified of receipt of its proposal, enter into a written contract with the Owner on the terms stated in the Proposal Documents", as evidenced by the unconditional execution and delivery of such contract, and furnish payment and performance bonds, evidence of insurance and other submittals as required by the "Proposal Documents". Should the successful Offeror fail or refuse to enter into such contract or furnish such bonds or evidence of insurance within the time above- stated, such proposal security shall be forfeited to the Owner as damages, not as a penalty. Such proposal security shall be in the form of cash, certified funds payable to the order of the Owner, or a bond in favor of the Owner. The bond shall be on AIA Document A310 "2010 Edition," and shall be issued by a corporate surety duly authorized and admitted to do business in the State of Texas, and licensed by the State of Texas to issue surety bonds and to be an executed original. If the amount of the bond exceeds the legal underwriting limitation of the surety, the Offeror and the surety shall provide the Owner with evidence that the excess is reinsured with one or more reinsurers who are duly authorized, accredited, and licensed to do business in the State of Texas. Any proposal which is not accompanied with proposal security in the form and amount required herein shall be rejected as nonconforming. The Owner shall have the right to retain the security of all Offerors to whom an award is being considered until either (i) the Contract has been unconditionally executed and delivered by the parties and any required payment and performance bonds, evidence of insurance and other submittals have been furnished, or (ii) all proposals have been rejected by the Owner without the acceptance of any proposal. SCOPE: Project consists of the replacement of fan powered boxes and VAV air handling units with new air handling units and fan powered boxes. Project also includes replacement of existing piping, controls, and associated ductwork, ceilings, lighting, etc in renovated areas. 2. The Work includes any and all patching, repairing, restoration and painting as required by the new/renovation work for finished appearances. The work will include all required appurtenances and all work necessary for complete systems. All operations will be in accord with latest guidelines, safety precautions, and industry standards. 3. The Work includes provision of all anchors, supports, hangers, hardware, etc. The work also includes testing of all systems, and will require that logs and detailed record drawings be maintained. Pre-Proposal Conference: 1. A pre-proposal conference was conducted on 1-11-22. During the pre-proposal conference the project team and consultants were introduced, project information, proposal document requirements, and proposal selection criteria were discussed. WEG reviewed the work scope and bid issue drawings. Attached is the sign-in list of attendees (2 pages). Below are some of the highlights of discussion: 2. Project will be a federally funded ESSER/ARP project and will include several federal requirements. Some of the Division 0 specifications will be replaced/revised by Addenda. 3. Project budget is $ 4,900,000. 4. Proposals will be opened at 10:00 AM on 2-1-22. 5. Successful Offeror will be notified on or before February 23, 2022. 6. Project has five (5) phases and is required to be substantially complete by 8-5-23. 7. There are three (3) alternates per Section 01 15 00: 1) Replace AH-2, AH-3, & AH-4. 2) Replace AH-1 with condensing units & Replace AH-10. 3) Replace Remaining Controls. 8. There are three (3) allowances and forty (40) unit pricing items per Section 01 21 00. Allowances are Owner's Contingency ($ 350,000), TAB Allowance ($ 50,000), and Structural Allowance ($ 12,000). Bidders are to include all allowances in Base Bid. 9. Submit sub-contractor names, phone numbers, and addresses on Schedule 2. 10. Submit any questions to WEG on or before 1-27-22. 11. A Pre-Proposal Site Visit to the campus will be conducted at 11:00 AM on 1-17-22.
