To provide professional design services, professional investigation, planning, design, design oversight, permitting services, feasibility studies, geotechnical, geophysical investigations, construction oversight, and other technical services as required, for the reclamation of abandoned mine lands (AML) and associated mine-water impacts. The Commonwealth of Pennsylvania is seeking Professionals to provide professional design services, professional investigation, planning, design, design oversight, permitting services, feasibility studies, geotechnical, geophysical investigations, construction oversight, and other technical services as required, for the reclamation of abandoned mine lands (AML) and associated mine-water impacts. Services include, but are not limited to, surface mine reclamation, mine fire control, including characterizing coal mine fires and differentiating between previously burned and presently burning areas and recommending efficient and cost-effective reclamation approaches, mine subsidence control, closure of mine openings, waterline extension/water supply replacement, abandoned mine drainage (AMD) remediation, design of active and passive AMD treatment facilities, evaluation, operation, monitoring, maintenance, and/or rehabilitation of existing passive and active AMD treatment systems. Most of the projects are located in the Bituminous coal fields of Western Pennsylvania and the Anthracite coal fields of Northeastern Pennsylvania. SDB and VBE Goal Information Session - The Commonwealth has made significant changes to the Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) requirements, therefore DGS and the Issuing Office will hold an SDB and VBE Goal Information Session (Session) for this RFP via Microsoft Teams on January 18, 2021 from 11:00 am to 12:00 pm. Professionals are encouraged to attend the Session prior to submitting proposals in response to the RFP. The purpose of this Session is to provide an overview of the RFP and SDB and VBE Participation submission instructions. Professionals may ask questions in accordance with RFP Part I, Section I-10 as well as during the Session, however responses provided during the Session are not official until the question is submitted in writing via email in accordance with Section I-10.
