Site work, paving, new construction and renovation of a mixed-use development in Wilmington, North Carolina. Completed plans call for the construction of a municipal facility; for the renovation of a municipal facility; for site work for a municipal facility; sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

Bidders must be licensed contractors in the State of North Carolina at the time proposals are submitted. Pursuant to N.C.G.S. S87-15, it will be necessary for contractors to show evidence of such license in the bid document. All prime bidders on this project must be pre-qualified in accordance with New Hanover County's Prequalification Ordinance, in order to bid. Bids will not be opened unless the bidder is listed by New Hanover County as pre-qualified at the time of the bid receipt deadline. The Work under this contract will include the construction of improvements to the existing clean building materials, yard waste, and white goods area at the New Hanover County Landfill for redevelopment of the site's convenience center. The Work includes demolition of portions of the existing site features and structures, construction of a new convenience center drop-off site, and construction of a new staff building (with office and toilet/septic). Work includes the installation of a new non-potable well, well pump, pumphouse with pressure tank, and piping and units for two (2) yard hydrants. Site work also includes the construction of convenience center bays consisting of timber walls and a concrete wall for large-item disposal. Other construction components include a variety of paving components, including new heavy duty asphalt paving, heavy duty concrete, standard concrete, and gravel with geocell stabilization. Construction will also involve the installation of site utilities including water services, plumbing, HVAC and electrical systems to new staff building, sewer lines to septic drain field, and site stormwater drainage systems. Traffic striping and signage and landscape planting are also included in this contract The bidder shall make good faith efforts, as defined in the bid specifications, to subcontract 10% of the dollar value of the single prime contract to businesses owned and controlled by minorities. Bidders are required to submit along with their bid specification documentation demonstrating that they made good faith efforts to meet established goals. Instructions are included in the bid specification documents Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Questions will be received no later than March 15, 2022 at 5:00 pm.
