Site work, paving, asbestos abatement and renovation of a mixed-use development in Irvine, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; for the renovation of a water / sewer project; water / sewer project; and for asbestos abatement for a water / sewer project.
For performing all work and furnishing all labor, materials and equipment for: The Irvine Ranch Water District (IRWD) Well OPA-1 PFAS Water Treatment System project, IRWD-2021-1, generally consists of the following major components: 1. Remove Well Pump and perform brushing, bailing and video existing well casing; perform well pump modifications; properly store pump materials to prevent damage; and reinstall well pump. Well brushing, bailing, and video work shall be the first order of work completed after mobilization and prior to any other site demolition or construction. 2. Demolition of existing residential building and features, including removal of lead and asbestos containing materials. 3. Furnish and install necessary piping, valves, filter vessels, and other appurtenances to assure a functioning system. 4. Furnish and install water treatment plant structural concrete. 5. Take delivery of and install District furnished Dual Media Pressure Vessel PFAS water treatment systems at IRWD's OPA-1 well site including pressure testing, disinfection, and bacteria testing. 6. Furnish and install pre-filter systems for IX systems including filter media. 7. Coordinate delivery of and install District furnished Ion Exchange (IX) resin into Dual Media Pressure Vessels. Resin will be installed by Resin supplier. Contractor shall be onsite and available to assist Resin supplier. 8. Connect the water treatment systems to the existing well and distribution systems: furnish and install epoxy lined and coated and cement mortar lined and coated pipelines from the wells to the water treatment systems and from the water treatment systems to the distribution system points of connection. 9. Complete all paving and site improvements including, but not limited to: earthwork, grading, concrete paving, asphalt paving, CMU wall, motorized rolling gate, driveway apron, and drainage at the OPA-1 well site. 10. Electrical and Instrumentation: furnish and install and/or modify electrical and instrumentation equipment and facilities at the well site for the new water treatment systems and pumps. Instrumentation and control systems shall be integrated with the existing SCADA system. 11. Provide all commissioning and start-up-services. 12. Provide area landscaping. The Contractor is required to demonstrate its experience of successfully completing construction of two separate pressurized water treatment projects within the past 10 years such as, but not limited to, granular activated carbon, ion exchange, surge tanks, membrane filtration, and/or pressurized filtration. Any potential bidder that does not attend either conferences will be charged with knowledge of all information that was available at both prebid conferences. The District Project Manager will also discuss the role and participation of potential bidders in the District's Contractor Safety Program. Also, as a part of this program, the OCWD Pre-Award Safety Review form (Appendix A of the Contractor Safety Procedures) will be discussed in greater detail. COMPLETION OF WORK AND LIQUIDATED DAMAGES: All Work must be substantially completed within Two Hundred Fifty (250) consecutive calendar days from the date of the Notice to Proceed issued by the District. Failure to complete the Work within the time set forth herein will result in the imposition of liquidated damages for each day of delay, in the amount set forth in the Information for Bidders. BID GUARANTEE: Each Bid shall be accompanied by one of the following: a certified or cashier's check, or bid bond in an amount not less than ten percent (10%) of the total bid price, payable to the Orange County Water District, as a guarantee that the Bidder, if its Bid is accepted, shall promptly execute the Agreement, furnish a satisfactory Faithful Performance Bond in an amount not less than one hundred percent (100%) of the total bid price, furnish a Labor and Material Bond in an amount not less than one hundred percent (100%) of the total bid price, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the Insurance Conditions. The Faithful Performance Bond shall remain in full force and effect through the guarantee period as specified in the General Provisions. All surety companies shall be admitted surety insurers and shall comply with the provisions of Code of Civil Procedure Section 995.630. WAGE RATE: As required by Section 1773 of the California Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates of wages in the locality in which the Work is to be performed. The prevailing wage determinations are available at the following web site The Contractor and any subcontractor under it shall not pay less than the specified prevailing rates of wages to all workers employed in the execution of the Contract. Telephone: 714/378-8207 Facsimile: 714/378-3373 SUBSTITUTION OF SECURITIES: At the request and expense of the successful bidder, the District will pay the amounts retained pursuant to the contract documents as security for the completion of the Work in compliance with the requirements of Public Contract Code Section 22300 and the provisions of the General Provisions pertaining to "Substitution of Securities. CONTRACTOR'S LICENSE SPECIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the District requires that the bidder possess the following classification of contractor's license at the time that the bid proposal is submitted: Class A. If the license classification specified hereinabove is that of a specialty contractor as defined in Section 7058 of the California Business and Professions Code, the specialty contractor awarded the Contract for this Work shall itself construct a majority of the Work, in accordance with the provisions of California Business and Professions Code Section 7059. Each bidder shall clearly write or type their contractor's license number on the outside of the bidding envelope. CONTRACTOR'S REGISTRATION: In accordance with Labor Code Section 1771.1.a, contractor or subcontractor shall not be qualified to bid on or be listed in a bid proposal or engage in the performance of this Work unless currently registered and qualified to perform the Work pursuant to Labor Code Section 1725.5. COMPLIANCE MONITORING AND ENFORCEMENT: Contractors performance of the Work described in this Notice Inviting Bids is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. SHEETING, SHORING AND BRACING: Pursuant to the provisions of California Labor Code Section 6707, each bid submitted in response to this Notice Inviting Bids shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life and limb in trenches and open excavation, which shall conform to applicable safety orders. CONTRACTOR SAFETY PROGRAM: The District has instituted a Contractor Safety Program to comply with Cal/OSHA's Multi-Employer Worksite Standards. A copy of the District's Contractor Health & Safety Handbook is appended as Exhibit B of these contract documents. Potential bidders are strongly encouraged to familiarize themselves with this handbook and complete and submit appropriate forms with their bid proposal as indicated. DISTRICTs RIGHTS RESERVED: The Orange County Water District reserves the right to reject any or all bids, and to waive any informality in any bid.
