This RFI is exploratory, issued solely for planning and gathering information for the potential use of fiber optic (FO) technology to detect wildlife on CDOTs rights-of-way (ROW). It is estimated that 6000 - 8000 animals are killed each year on Colorado highways. While traditional mitigation measures such as structural crossings combined with deer fencing have proven to be very effective at mitigating these loses, there are many circumstances when these methods are not practicable due to topography, land use, power sources, or other factors beyond CDOT control. Active driver alert systems have also proven to be effective at reducing wildlife-vehicle collisions (WVC) when they are accurate and dependable. CDOT has tested electromagnetic cables to detect wildlife the size of small deer and larger, and alert drivers, but environmental factors such as weather and rodents, as well as technical issues such as vehicle access points, and calibrating the sensitivity for wildlife, made the cable unreliable due to many false positive/negative triggers. CDOT would like to explore the potential to use FO cable instead of electromagnetic to determine if it would address some the issues associated with the electromagnetic cable.
