The Plan will identify solutions to existing and future water treatment system deficiencies and constraints and guide the implementation of capital water treatment system improvements for a 20-year planning period. Scope: Objectives to be achieved, but are not necessarily limited to: Existing Water Treatment System Condition Assessment and Evaluation Establish Basis of Water Treatment System Planning Water Treatment Systems Improvements Alternatives Analyses Water Treatment System Capital Improvement Plans (5 year, and 20 year) Improvement Phasing and Financing Public Meeting(s) and Comment Master Plan Report Graphical Executive Summary and Presentation Additional Items: The existing facility plan for the water treatment system was written in 2005 One facilities tour will be given for all proposers The existing water distribution and storage system master plan was written in 2021. Public and City Commission Comment(s) are intended to be incorporated to the Master Plan as able. Consultant shall identify all sub-consultants and those personnel that will work on the project. Limit Proposal to 15 pages including cover sheet and no smaller than 11 pt. font, with 5 hard copies and one digital (.pdf file format) copy of the proposal for review. DELIVERABLES Two sets (60% & 90%) of internal review draft plans, each set consisting of three copies each + digital copy. Copies of final draft plan for approval by City Commission, five copies + digital copy. 5-year comprehensive Capital Improvement Plan, including project cost estimates, five copies + digital copy. 20-year comprehensive Capital Improvement Plan, including project cost estimates, five copies + digital copy. All electronic files associated with the project. Presentation materials for Public Meetings, conducting public meetings and receiving/compiling public comment(s). The proposals will be reviewed by the Public Works Department and candidates for interview selected if warranted. The Department reserves the right to award contracts to more than one qualified firm, to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified firm or to modify or cancel in part or in its entirety the Request for Proposal, if it is in the best interest of the Department to do so.
