The MDOT SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority/ disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority/ Disadvantaged business enterprises are encouraged to respond to this solicitation. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. This project, located in Howard County, is for the construction of widening on MD 103 from US 29 to the entrance to Long Gate Shopping Center in order to provide an additional right turn lane at Old Columbia Pike and additional storage length for the turn lane to the ramp to NB US 29 for a distance of 0.35 miles. The work will consist of the following:(a)Base widening, HMA fine milling and variable depth resurfacing of MD 103, Old Columbia Pike, side roads, and entrances;(b)Partial and full depth patching;(c)Repairing existing inlets;(d)Constructing storm drain system;(e)Constructing curb and gutter;(f)Constructing new sidewalk and upgrading existing sidewalks for ADA compliance;(g) Reconstruction of various parking spaces;(h)Installing and maintaining erosion and sediment control;(i)Constructing Stormwater Management facilities;(j)Installing pavement markings and signing;(k)Installing a new traffic signal and interconnect;(l)Maintenance of traffic;(m)Landscaping. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids. Project Cost Class E - $2,500,000 to $5,000,000 DBE Participation (%) 15 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
