The Ohio Department of Transportation is soliciting proposals from highly qualified vendors to provide Lawn Mowing and Landscape Services that will adequately meet the needs of the Department while promoting the greatest extent of competition that is practicable. The purpose of this solicitation is to obtain specific proposals from potential vendors indicating how they believe their capabilities and services best match the needs of the Department. The intent of this Request for Proposal is to select the most qualified and highest scoring vendor to provide these services. The Ohio Department of Transportation ODOT has jointly occupied the property commonly known as the Hilltop Complex, encompassing more than fifty (50) acres of property and site improvements, with other State agencies since the original construction. The Department also occupies the West Broad Complex (1600-1620 West Broad Street), encompassing over twentyfive (25) acres and the Aviation Facility (2829 W Dublin Granville Road) encompassing over six (6) acres, as part of the Central Office Facilities group. Because appropriate, highly qualified care of the Central Office Facilities grounds is a labor intensive, specific service, the Department has elected to contract the routine, seasonal and specialized services needed to allow the Department to focus on their core services. DATE EVENT/ACTIVITY January 11, 2022 ODOT Office of Contracts releases RFP on ODOT website - RFP becomes active; vendors may submit inquiries for RFP clarification. January 26, 2022 1:00 PM Vendor Site Visit Request Period closes - No further RFP clarification site visit requests will be accepted. February 1, 2022 3:00 PM All Vendor Requested Site Visits Must Be Completed February 2, 2022 1:00 PM Vendor Q & A Request Period closes - No further RFP clarification inquiries accepted. February 3, 2022 1:00 PM Answers to all vendor inquiries posted. February 11, 2022 ODOT begins evaluation process February 18, 2022 Contract Award Recommendation-This is an estimated date Pre-proposal questions must be received no later than 1:00 PM Wednesday February 2, 2022. An addendum being issued is dependent upon the information received and the impact on the competitive bidding process. LIQUIDATED DAMAGES: If actual and direct damages are uncertain or difficult to determine, the Department may recover liquidated damages in the amount of 1% of the value of the order, deliverable or milestone that is the subject of the breach for every day that the breach is not cured by the Vendor. If Delay of the cure is caused by ODOT, the delivery date shall be extended accordingly to offset such delays. Approval to extend any scheduled delivery date(s) shall be at the sole discretion of ODOT. The PRT reserves the right to reject all proposals, in whole or in part, received in response to this request. The PRT may waive minor defects that are not material when the intent is not unreasonably obscured.
