Bidder will be responsible for all plant operations including rounds, monitoring, recording, reporting, light preventive / corrective maintenance, and for any fines or penalties in the event that the intentional or inadvertent operation of the plant is not in compliance with the parameters set forth by Rowan University Facilities Department and all State of New Jersey and federal authorities having jurisdiction. Bidder shall provide a comprehensive proposal for the complete turnkey operation of the existing Central Plant and building utilities at CMSRU which shall fully describe their means and methods to generate and distribute steam, chilled and hot water, medical vacuum, and all compressed air for the entire building. Services to be provided shall include the operation of all energy generating equipment while achieving compliance with emissions limits specified under the State of New Jersey Title V permit. This includes, but is not limited to, the supply support and procurement of all consumables including chemicals, lubricants, remote systems monitoring, equipment warranty monitoring, emissions equipment monitoring and service/calibration, light preventive / corrective maintenance, fuel management, and provision of generator-related operation. The intent of this solicitation and resulting Contract is to have a Bidder safely, efficiently, and effectively operate all of the Central Plant and building utility systems. The Bidder shall perform all work in the "Scope of Work" found in this RFP.
