This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The Bureau of Reclamation (BOR), Interior Region 8: Lower Colorado Basin, is conducting market research to assist the Government with acquisition planning. This announcement is to all Small Business, 8(a) Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business and Women-Owned Small Business concerns. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. The work to be performed is described below. This Sources Sought Notice is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. A solicitation is not currently available. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The BOR, Interior Region 8: Lower Colorado Basin is seeking potential sources for an Indefinite Delivery Indefinite Quantity of stockpiling riprap and gravel along the Colorado River. The work to be performed under this requirement may consist of blasting at quarries, processing rock into riprap, 1" to 4" material, and gravel, transporting material, creating stockpiles, and stockpiling materials at Bureau of Reclamation stockpile sites along the Colorado River. The work may also include loading, hauling, weighing, and placing pit run materials at the designated locations along the Colorado River. The amount of material to be quarried, processed, and/or transported is not known at this time, nor is the originating and delivery locations. The anticipated project work sites are located within the Interior Region 8: Lower Colorado to include Arizona, Nevada, and California. The existing quarries and potential stockpile locations are located in an area along approximately 275 miles of the Colorado River, from Davis Dam (River Mile 275) to the Southerly International Boundary (River Mile 0), and along the Gila River from its confluence with the Colorado River (Colorado River Mile 34.2) to Highway 95. The quarries and stockpile sites are located in Riverside, San Bernardino and Imperial Counties in California, and in La Paz, Mohave and Yuma Counties in Arizona. The basic contract is anticipated as a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The anticipated period of performance for the IDIQ is a five (5) year ordering period. The anticipated task orders' thresholds as stated in accordance with Federal Acquisitions Regulations (FAR) 36.204 Disclosure of Magnitude of Construction are: (b) Between $25,000 and $100,000, (c) Between $100,000 and $250,000, (d) Between $250,000 and $500,000, (e) Between $500,000 and $1,000,000, and (f) Between $1,000,000 and $5,000,000. All qualified concerns that may be interested in performing the proposed project are encouraged to submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation, or decide on an alternate procurement strategy. The applicable North American Industry Classification System (NAICS) Code is 212319, Other Crushed and Broken Stone Mining and Quarrying. The small business size standard is 500 employees. Interested parties shall include the following information in their capability statement: (a) Business name, address, cage code, size classification based on NAICS size standard, Small Business classification (Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, 8a, HUBZone, Service-Disabled Veteran-Owned Small Business etc.), and a point of contact; (b) Narrative discussing firms ability to complete this type of work, and; (c) Narrative of firms experience performing work similar in type and scope to the work in this announcement within the last five years. The narrative should include contract numbers, project titles, dollar amounts and points of contacts with telephone numbers for similar scope and complexity completed or substantially completed within the last five years. Please do not include more than three past projects. Capability statements shall not exceed five (5) pages in length. All interested parties are encouraged to respond to this notice, via e-mail to Kerri Dolezal at kdolezal@usbr.gov no later than close of business on January 25, 2022. If it is determined that a formal solicitation will be issued, a solicitation notice will be posted on Contract Opportunities at http://www.sam.gov. The method of contractor selection has not been determined at this time.
