The City is exempt from the payment of Rhode Island sales tax under the 1956 General laws of the State of Rhode Island, 44-18-30, Paragraph I, as amended.
The Finance Department, through its Director, reserves the right to accept or reject any or all bids or proposals; to waive any technicality to any bid or part thereof submitted; to accept any bid or option or comparison thereof; to contract in part or in whole; and to accept the bid deemed to be in the best interest of the City of Woonsocket.
The City reserves the right to award in part or full and to increase or decrease quantities in the best interest of the City. No bidder may withdraw its bid within sixty (60) days after the actual time and date of the bid opening thereof

The purpose of this Request for Proposal (RFP) is to establish a contract with a qualified source to provide optimum turf maintenance services to athletic fields, for the purpose of maintaining high quality competition fields in the City of Woonsocket, in accordance with the terms, conditions, and requirements contained herein.
This solicitation is issued by the Department of Public Works hereinafter be referred to as "Owner".
1.1 For ease of reference, each organization submitting a response to the Request for Proposal will hereinafter be referred to as a "Contractor". A Contractor whose proposal would result in a formal agreement will hereinafter be referred to as a "Contractor".
1.2 The contents of the proposal submitted by the successful Contractor, this RFP (including general and specials terms and conditions), all modifications made thereof, will become part of any contract awarded as a result of this solicitation. The contract term shall be for a period of twelve (12) months, beginning on or about April 1, 2022. At the owner's option, the contract may be extended for three (3) additional one (1) year periods, under the same terms and conditions of the original contract. Contractor performance issues only, annually. The Contractor warrants that the prices stated herein shall remain firm for the year term and thereafter, for a period of not less than one year from the expiration date of each contract period. The Fee Schedule may be negotiated and adjusted only at the end of the initial contract period (and at the end of each extension period, if applicable), upon mutual agreement of both parties.
