The Putnam County School District is requesting proposals from qualified contractors to provide Boiler Maintenance Services. This includes the furnishing of all material, labor, supervision, and Boiler Maintenance Service tools, supplies, and other expenses necessary to provide full annual service and preventative maintenance services on all boilers currently installed or being installed in Putnam County School District Buildings. The successful bidder will be required to perform routine annual preventative maintenance and inspections on boiler equipment as well as 24 hour, on-call services for these systems. Non-emergency complaints regarding the contractor's work/workmanship must be responded to within 24 hours The contractor shall adhere to all applicable EPA standards. The contractor will ensure that all service technicians have the following certifications: ASME Boiler, Pressure Vessel, and OSHA. Boiler emissions and water treatment spills shall be minimized as well. All bidders must have serviced and maintained similar systems of similar design using the same or similar equipment as located in Putnam County Schools buildings. All technicians must be fully trained, with documentation supplied upon request, to service the brand of boilers used at the Putnam County Schools, which will allow existing warranties to be maintained without issue by the original manufacturer. The contractor shall perform the annual inspection and maintenance on the boilers equipment listed during the summer months. The goal of these inspections is to maintain optimum equipment performance, reduce the likelihood of unexpected failures, and reduce facility energy bills. Annual maintenance and inspections shall be performed in accordance with manufacturer's recommendations and industry best practices. The contractor agrees when normal services cannot keep the equipment in satisfactory operating condition, and shop repairs of equipment are necessary, the contractor will submit a cost estimate to Facilities Management unless covered under warranty. A repair is defined as a deficiency which is identified during regular preventive maintenance. The contractor should prepare and submit to County staff a written not-to-exceed estimate of the man-hours and materials, based on the rate and parts mark-up which will be required to perform any repairs. Repairs shall be made only with the written Authorization of the Contract Administrator. The County may obtain additional repair cost estimates and authorize major repair work to be done by other providers when it is determined to be in the best interest of the Putnam County School District. Any repairs estimated to cost over $25,000 will require competitive bidding. The contractor must provide 24-hour on-call response to boiler system failers. The contractor is required to respond within two hours of the initial contact.
