The Work is comprised of one (1) Contract with Base Bid and one (1) Bid Alternate. Bids shall be on unit price basis for all contracts and alternates. The Work comprised of Contract No. 1 and Alternate No. 1, generally consists of construction of rural water pipelines and furnishing and installing Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent (5%) of the full amount of the bid and must be in the form of a bidder's bond. The Owner reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. McLean Sheridan Rural Water District (MSRWD) currently operates a rural water system in central North Dakota. The System Wide Improvements Phase 2 is intended to expand potable drinking water service to new customers throughout the District through the installation of new distribution pipeline, gate valves, and miscellaneous appurtenances ranging in size from 2-inch to 8-inch. The project, with all alternates, would add approximately 80 new users to the existing MSRWD system. The Work is comprised of one (1) Contract with Base Bid and one (1) Bid Alternate. Funding for this Project is through, in part, the North Dakota Department of Water Resources (NDDWR) grants with the remaining portion of the Project being funded through the Drinking Water State Revolving Fund (DWSRF) Program administered by the North Dakota Department of Environmental Quality (NDDEQ). Install pipelines by HDD where shown on the drawings. The drilling equipment shall be set back a sufficient distance from the point of connection or physical boundary that cannot be open cut to give a minimum depth of 7.5, but not more than 20 from ground elevation to the top of the final bore unless shown otherwise on the Drawings. Ensure that the drill rod is capable of the combined application of thrust, torque, and bending to the minimum radius without compromising the pipe pull back.
