Renovation of a residential development in Newark, New Jersey. Completed plans call for the renovation of a 17,137-square-foot, seven-story above grade residential development.
A. The scope of work for lead abatement safe work practices includes the management of lead and or lead based painted surfaces and/or components known or presumed to contain lead in concentrations equal to or in excess of 1.0 milligrams/per square centimeter or 0.5% by weight during renovation activities in target housing and child occupied facilities as detailed within United States Environmental Protection Agency standard for Residential Property Renovation, cited as 40 CFR Part 745, Subpart E; and B. In all instances including those where building components are known or suspected to contain lead in concentrations below 0.5% by weight, and construction, alteration and/or repair work is performed in areas of the building/exterior which are not considered target housing and/or child occupied facilities lead safe work practices shall include all provisions as set forth under Occupational Safety and Health Administration (OSHA) regulation for Occupational Exposure to Lead, cited as 29 CFR 1926.62. Question & Answer Apr 7, 2023 2:00:00 PM EDT The Newark Housing Authority (NHA) is accepting sealed bids to furnish labor and material to replace the fire alarm system at 500 Broad Street, per the drawings and specifications dated March 27, 2023 prepared by Lan Associates. Registration at the BidSync platform is required to access the documents. There is no fee associated with registration, download, proposal submission, or any other activities related to Newark Housing Authority opportunities on the BidSync platform. All questions and request for information must be submitted through the BidSync system. The deadline for posting questions and requests of this IFB is Friday, April 07, 2023, at 2:00 PM. The BidSync system will not accept postings after the deadline set for submitting questions. The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond(s) in the amount of 100% of the contract as awarded. The surety company for all bonds must be a guaranty or surety company acceptable to the U.S. Department of Treasury. Individual sureties will not be considered. The surety company must be licensed to do business in the State of New Jersey. U.S. Treasury Circular 570 published annually in the Federal Register lists companies approved to act as surety on bonds securing government contracts, the maximum underwriting limits on each contract bonded, and the state in which each company is licensed to do business Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC 17:27 (PL 1975 c 127 Affirmative Action). This solicitation is subject to the requirements of NJSA 40A:11-1 et seq. and 2 CFR 200 et seq These bids are being solicited through a Fair and Open Process following N.J.S.A. 19:44A-20.4 et seq. The Housing Authority of the City of Newark reserves the right to reject any or all Bids or to waive any informality in the Bidding. The NHA also reserves the right to award all or a portion of the award to one (1) or more responsible responsive Bidders. No Bid shall be withdrawn for (90) days after the opening of the Bids without the consent of the Housing Authority of the City of Newark.
