The City of Alice will solicit, and receive, Request for Qualifications (RFQ) from qualified Consultants and/or Engineering Firms interested in providing Professional Engineering Services for development of a Master Drainage Planning Study, pending grant award from the Texas Water Development Board (TWDB) through its Flood Infrastructure Fund (FIF) Program. The Scope of Work shall provide all of the following: • Collection and inventory of baseline data necessary to initiate modeling and analysis. • Verification of stream crossing data & obtain data from crossings where not data is available. • Create area drainage maps, alignments & cross sections. • Conduct hydraulic and hydrologic modeling and analysis using data collected through GIS, LIDAR and field collection (if necessary) to develop USACE hydrologic Engineering Centers-Hydrologic Modeling System (HEC-HMS) Models. • Provide flood profiles, floodplain delineations, and stormwater flows for both existing and future conditions. • Develop alternatives based upon field data collected and the H&H Analysis performed of existing conditions. • Preliminary Engineering Analysis of alternatives to gather materials and quantities to develop Opinion of Probable Construction Cost for each alternative. Include planning required for a Flood Early Warning System. • Cost/Benefit Analysis: Evaluation of each alternative quantitatively in terms of the tangible and intangible benefit the protection measure provides. • Communication with the public regarding project scope and solicitation of comments, questions from the public. Evaluation of public comments to incorporate into final document. • Summary of findings of all investigations into a Final Engineering Report for adoption by the City. • Development of a Capital Improvement Program based upon the Final Engineering Report. • Other special services as deemed necessary and appropriate.
