In Accordance With the State of Florida Consultants Competitive Negotiation Act (Ccna), F.s. 287.055, the City of Lakeland Is Requesting Sealed Statements of Qualifications From Firms for the Below Mentioned Scope of Work. The City of Lakeland (City) Desires to Obtain Design-build Services to Replace the Citys Western Trunk Gravity Sewer Line. the City Owns and Operates Many Gravity Sewer Lines, and the Western Trunk Is One of the Citys Largest. This Trunk Line Is Responsible for a Flow of Approximately 3.5 Million Gallons Per Day (Mgd) Annual Average, and Terminates at the Citys Southwest Pump Station Through a 36-in Gravity Sewer Line (Rcp). The Existing 36-in Rcp Gravity Sewer and Manholes Were Lined in the Late 1980s. The Existing Western Trunk System Is Approximately 12,800 Lineal Feet With 43 Manholes and Approximately 47 Branches That Flow Into the Manholes Along the Sewer Lines Route. This Solicitation Will Follow the Requirements of Florida Statute 287.055 Termed the consultants Competitive Negotiations Act (Ccna). Rates Shall Not Be Included in This Proposal. The purpose of this RFQ is to select a Design-Build (D-B) Firm that can utilize existing
information provided by the City and/or other sources, review current technology, and provide the
most cost efficient design and construction associated with preliminary and final designs,
permitting, bidding, construction management. The City will utilize the Progressive Design Build
Delivery method.
SCOPE:
The scope of the design-build contract will include:
1. Route study for the selection of the best alternative location
2. Complete design of selected alternative route
3. Complete permitting through all local, state and federal agencies
4. Easement acquisition including all surveying
5. Construction of selected route
6. Public Relationship activities needed to maintain a positive response to the project from
affected neighborhoods
