The Work consists of restoring stormwater facilities, also known as Best Management Practices (BMPs), owned by Queen Anne's County (QAC) to their original design or as-built condition. If there is no as-built drawing, original design drawings will be used. There is an Add Alternate to provide annual upkeep and maintenance for the facilities for up to five years following restoration as provided by the base bid. Refer to the Contract Documents for a complete description of work The Local Vendor preference and Local Vendor Bid criteria apply to this project since all funds are County Funds In the event that the Work is not Substantially Complete within 180 calendar days from the Notice to Proceed or is not completed and ready for final payment not later than 15 calendar days following the date of Substantial Completion, the Owner will assess and contractor shall pay liquidated damage in the amount of $250.00 Bid Security is required to accompany all bids in excess of $100,000. The Bid Security shall be in the amount of 5% of the Total Bid. The lowest responsible responsive Bidder shall within fourteen days of the issuance of the Notice of Award furnish Performance and Payment Bonds each in an amount equal to 100% of the Bid, to the office of the Engineer unless otherwise specified. Bids less than $100,000 do not require bonding. The Owner reserves the right to reject any and all Bids, waive any informalities and to reject any or all bids. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. Bids are to remain open for 60 days.
