Demolition, site work and renovation of a civil project in Georgetown, Delaware. Completed plans call for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The work detailed in the Western Sussex Unified Sewer Districts: Contract 5 will be bid as multiple prime contractsfor various segments of the work. A single contractor may bid on one or more than one of the prime contract segments, however award will be based on the lowest responsible bidder for each segment of work. A brief description of work for each Contract Segment is as follows: Segment A, Residual Materials Removal, Handling and Disposal Contract: (60 Calendar Days) In preparation for Segment B, Segment A includes the removal and disposal of the residual waste and materials at site. The successful bidder and/or their subcontractor will be required to be licensed in the proper removal, handling, and disposal of hazardous waste. These materials shall include but not be limited to oils, grease, fuel, paint, polymers and other material in various containers of different sizes and volumes that remain within the plant structures. Also included is the handling and disposal of residual liquid wastewater and wastewater contaminated solids that remain within some of the treatment plant structures proposed for demolition under Segment B work. Segment B, Wastewater Treatment Plant Demolition: (210 Calendar Days) This segment of the project includes the complete demolition of the decommissioned portions of the Bridgeville Wastewater Treatment Plant. Thirteen structures are to be demolished including removal and proper disposal of the Chlorine Contact Tank, Secondary Effluent Lift Station, Anaerobic Digester Structure, Soda Ash Storage Silo, Filter Building, Effluent Pump Station, Dewatering Building and Sludge Drying Bed Structures, Clarifier No. 1, Thickener Structure, Control Building, Rotating Biological Contactor (RBC) Structure, Screen House Structure, and Septic Receiving Tank. The project also includes proper capping and/or filling with flowable fill all below grade site piping noted as being abandoned in place. Also included is the removal and disposal of paving, curb, sidewalks, storm drainage and other site features as well as the backfilling of voidsfrom the demolition activities, grading, topsoil, seeding and mulching as necessary to obtain a clean vegetated site upon project completion. Contractor is responsible for submitting the required Demolition Notifications to both DNREC and the EPA at least 10 days prior to beginning any demolition work. Removal and disposal of all demolition materials shall be performed in accordance with all Federal, State, and local requirements. The work shall also be performed using EPA's Sustainable Construction Materials Guidance practices for recycling construction materials including, but not limited to concrete, masonry, metals, and asphalt. Segment C, Misc. WWTP & Heritage Shores Pump Station Work: (210 Calendar Days) Thissegment of the project includes miscellaneous improvements to remaining portions of the Bridgeville WWTP as well as the Heritage Shores wastewater conveyance handling systems. The miscellaneous work includes correcting the vertical alignment of a portion of the 12-inch HDPE gravity main at the WWTP, rehabilitation of the existing air burst building, replacing a portion of 10 inch diameter deformed deep sewer main including dewatering and bypass pumping and restoration and interior lining of the existing Heritage Shores pump station, including bypass pumping. Segment D, MISC. Bridgeville I&I Investigation and improvements: (210 Calendar Days) This segment of the project includes the cleaning and televising of approximately 10,000 feet of various sized existing gravity sewer mains and associated manholes and the resulting rehabilitation of these facilities based on the instigative findings. Rehabilitation work will be limited to cured in-place lining of the gravity sewer mains and various manhole rehabilitation measures. No gravity main removal and replacement work is a part of this segment of the project. If found to be necessary, this work will be performed under a separate project Each BID must be accompanied by a BID BOND payable to the OWNER for ten (10) percent of the total amount of the BID. No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. Current Delaware State Prevailing Wages and Davis-Bacon Wage Rates apply on this project and are contained in the Bidding Documents. Also, bidders will be required to comply with the Delaware Clean Water State Revolving Fund Program's Minority and Women's Business Enterprise (MBE/WBE) requirements. The MBE/WBE policy (goals and affirmative steps) are included in the Bidding Documents. The right is reserved, as the interests of Sussex County may appear, to reject any and all bids, to waive any informalities in bids received, and to accept or reject any items of any bid.
