Renovation of a municipal facility in Farmington, Connecticut. Completed plans call for the renovation of a municipal facility.
As of April 1, 2022 This project has not yet been awarded. A timeline for award has not yet been established. The Contract consists of providing all labor, equipment and materials for work generally consisting of, but not limited to, Exterior Painting of the Stone House and any associated work. All Bidders are encouraged to familiarize themselves with the location. Prior to the public opening of the bids, any bid submitted may be withdrawn by the bidder. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all bids will be considered firm for a period of sixty (60) days and no bid may be withdrawn for any reason during that period except for such cause as the Town of Farmington, at its sole discretion, deems sufficient. The successful BIDDER is required to comply with the provisions of the Civil Rights Act of 1964, the Equal Employment Opportunity Act of 1972, Executive Orders 3, 17, 11246, 11375, 11478 and, if applicable, the Connecticut Fair Employment Practice Law. The Town may consider incomplete any BID not prepared and submitted in accordance with the provisions specified herein, and may waive any informalities in a BID or reject any and all BIDS. BIDS not received prior to the specified date and time or at the specified location will not be considered. No BID may be withdrawn within sixty (60) days after the date of opening thereof. To have a BID qualify for consideration by the Town, Bidders shall submit the following fully executed documents (1-original and 1-copy): 1. Bid Proposal 2. Schedule of Prices 3. Bidder's Qualifications Statement 4. Listing of Proposed Subcontractors 5. Subcontractor's Qualifications Statement 6. Non-collusion Affidavit of Bidder 7. Affirmative Action Statement 8. Local Vendor Preference (if Applicable) 9. Acknowledgment of Any Addenda Received. All bids shall be submitted on the required bid forms and all blank spaces, including all bid prices, shall be completely filled in ink or typewritten. Prices shall be stated in writing and in figures. The bidder shall state the proposed price for each of the components of the work and the total price and this shall serve as the basis for the comparison of the bids. Each price quoted shall cover all expenses related and incidental to the completion of that aspect of the work, in full compliance of the contract, specifications and contract drawings. The bidder shall initial any corrections, erasures or other changes in their bid. Prior to submitting a bid, the bidder shall fully acquaint himself with the conditions, as they exist so that he may fully understand the facilities, difficulties and restrictions attending the execution of the work under this contract.The failure or omission of any bidder to examine any form, instrument, addendum or other document, or to visit the site and acquaint himself with conditions existing shall in no way relieve said bidder from any obligation with respect to his bid. If an individual submits the bid, the individual shall sign the bid; if submitted by a partnership, one of the partners shall sign the town of farmington bid #311 exterior painting of the stone house page 2 of 24 bid and if submitted by a corporation, one of the officers of the corporation shall sign the bid. The town of farmington will not accept bid proposals submitted by fax or e-mail. The contract documents shall contain the information required for the construction of the project. No statements by any officer or employee of the town shall relieve the bidder from fulfilling any and all conditions of the contract. No interpretation of the meaning of the drawings, specifications or other bid documents shall be made to any bidder orally. Any request for information or interpretation shall be made in writing and addressed to farmington finance director, farmington town hall, 1 monteith drive, farmington, ct, 06032-1053 and must be submitted no later than ten (10) calendar days before the bid opening date. B. Any addenda shall be sent in writing, by certified mail, return receipt requested, fax or e-mail not later than five (5) days prior to the bid opening date, to all individuals and organizations that have obtained bidding documents. Any addenda shall be part of contract documents. Bidder must acknowledge receipt of addenda (see section "schedule of prices"). The contractor is required to complete all work by june 30, 2022. The successful bidder and the town of farmington, connecticut will enter into the construction contract. The bidder shall be aware that the town of farmington and its agents shall inspect and administer this contract, make contract interpretations, determine the acceptability of the work and approve requests for payments. The town may make such investigation, as it deems appropriate to determine the qualifications of the bidder to perform the work required. Each bidder shall submit the statement of bidder's qualifications included in the contract documents with their bid. If the town is not satisfied that the bidder is properly qualified, the town reserves the right to reject the bid of said bidder. Bidder must be able to demonstrate that their firm has successfully completed a minimum of (3) projects of similar size and scope in the last 5 years. The designated lowest responsible qualified bidder shall commence work as soon as weather conditions allow and shall complete the entire project within the timeframe indicated below. The contractor shall fully complete all work associated with this bid by june 30, 2022 ("contract time"). The contractor will be penalized liquidated damages of one hundred dollars ($100) for each consecutive calendar day thereafter that the work is not satisfactorily completed, or for a stoppage of work for more than 7 calendar days. Prior to submitting a bid, each bidder shall inspect the entire project site and shall become familiar with the entirety of the contract documents. It shall be the responsibility of each bidder to inform themselves thoroughly of the conditions relating to the project and the employment of subcontractors and laborers required. The failure of the bidder to inform themselves shall not relieve the bidder from any obligation relating to the bid. In addition, prior to submitting a bid, each bidder by his own investigation, shall familiarize themselves with the nature and location of the work, tightness of work area, and soil bearing information. The town shall determine the "Lowest responsible, qualified bidder" for each project on the basis of the bidder submitting the lowest "Total base bid" for each project; responsiveness of their bid proposal; and demonstrating a history of ability and integrity necessary to perform the required work; and certifying that they can perform the required work in accordance with the contract documents. After determining the "Lowest responsible, qualified bidder," the town will issue a notice of award to said bidder. The town of farmington reserves the right to accept or reject any or all bids, in whole or in part, to waive any or all informalities or technical defects, and to award the contract to the bidder whose bid is deemed to be in the best interest of the town.If the lowest total base bid exceeds the amount of funds available to finance the project, the town reserves the right to reject all bids if it is in the public interest to do so.
