This project will provide a facility master plan to include the Main Campus located in Hamlet, NC; the James Building in Hamlet, NC; The Robinette Building in Rockingham, NC, and the Scotland Campus located in Laurinburg, NC. The master plan should address existing campus conditions and future growth of programs. The master plan should address renovations/retrofits, new buildings, as well as other site development, utilities, and all necessary infrastructures. The selected consultant will also be responsible for developing a capital project list and associated budgets for each project. The plan will coordinate, define, and determine the following (but not limited to): Campus land use patterns. Natural resources. Vehicular and pedestrian circulation systems. Traffic patterns and parking facilities strategies; internal and external way finding; and environmental impact of any proposed construction. Incorporating sustainable design principles into building systems. Sustainability of existing and future facilities. HVAC - assessment and replacement plan with cost estimates for all facilities. Utilities - internal/external assessment of all utilities and replacement cost estimates. Infrastructure - assessment of existing interior and exterior infrastructure and replacement plan/cost estimates. Storm water runoff assessment. Parking. Security issues or concerns and assessment of current systems. ADA compliance assessment & implementation plan. Facility and ground conditions, lifecycle cost analysis of buildings and critical infrastructure. External and internal environmental audit (aesthetics)/ standardization recommendations. Future capacities to support curriculum growth adjustments Technological innovations for future and existing facilities. Identification of priorities for immediate repair, as well as, 5-year, 10-year, 20-year implementation schedule. Comprehensive digital drawings of the master plan of the campus; database detailing square footages of the campus; combination drawings and data base plan. A contract will be negotiated with the most qualified firm at a rate of compensation fair and reasonable to all parties. If a satisfactory contract cannot be negotiated with any of the ranked firms, this RFQ shall be considered terminated The selected firm will be required to assume responsibility for all services offered in its proposal whether it produces them, or not. Further, RichmondCC will consider the selected firm to be the sole point of contact regarding contractual matters, including payment of any and all charges resulting from the contract. The selected firm shall be responsible to adhere to all federal, state and local laws, regulations and ordinances The method of contractor selection has not been determined at this time.
