Site work and new construction of a mixed-use development in Louisville, Georgia. Completed plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.
The work to be done consists of furnishing all materials, equipment and labor for the construction of: Contract One: For constructing a bathhouse facility, restroom facility, picnic shelter, pavilion, outdoor classroom, dump station, fenced trash disposal area, surfaced walking areas, grading, electrical, mechanical, soil erosion and sediment control, and appurtenances. Time allotted is 270 consecutive calendar days. Contract Two: For paving approximately 1,500 feet of gravel road (by County) including striping and appurtenances. Time allotted is 60 consecutive calendar days. Contract Three: For installing three septic systems to serve structures in Contract 1 including drain fields, septic tanks, pump station (excluding force main), pumps, piping, electrical, and appurtenances. Time allotted is 90 consecutive calendar days. Contract Four: For installing electrical service for 15 campsites and for lighting for the dump station and trash disposal area including all wire from Utility Rack #2 to campsites and dump station area, Service Panel A-1, junction boxes, conduits, service pedestal, and all appurtenances. Time allotted is 150 consecutive calendar days No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days. All Bidders must have a State of Georgia General Contractor's License and/or State of Georgia Utility Contractor License and must employ a state "Utility Manager" certificate holder who will have oversight of all the work. Time allotted for substantial completion is as shown above. An additional 30 consecutive calendar days will be added for final completion. A Notice to Proceed for Contracts Two through Four may be issued after Contract One as determined by the owner. Proposals for the complete work in one or more general contracts shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on. Prospective Bidders may provide a proposal for one or more contracts. Bidders will be required to demonstrate advertisement to local trades for subcontract work. County will be performing a portion of the work as shown on the construction plans. Contractor will be required to coordinate with County and other contractors. Disputes in responsibilities of work must be determined before bids are opened, after which work responsibilities will be as determined by either the owner or engineer. Monetary and/or time compensation to a contractor caused by the County or another contractor will be solely determined by the engineer or owner after review of scheduling, correspondence, and coordination between respective parties. All proposals shall be accompanied by a Bid Bond drawn in favor of the Jefferson County, Georgia, in the amount of at least 10% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the Jefferson County, Georgia. Each bond shall be equal to 100% of the contract amount. The Bid Bond shall be forfeited to the Jefferson County, Georgia as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within 10 days after being notified that he has been awarded the contract. No refund will be made for documents received after 30 days or in damaged condition. The Owner reserves the right to reject any or all bids and to waive informalities
