Online Q&A Yes Q&A Deadline 01/21/2022 5:00 PM (PST) The City of Sacramento (City) maintains two water treatment plants (WTPs), E. A. Fairbairn (EAFWTP) and Sacramento River (SRWTP), for water production. In addition, it maintains 29 well sites and a storage tank (Fairbairn Reservoir) for supplemental water production and storage. Both water treatment plants maintain chlorine onsite in ton containers. SRWTP also maintains chlorine in 150-pound cylinders for distribution to the well sites by City personnel as needed. Since the amount of chlorine onsite at each WTP is above 2,500 pounds, these plants are subject to California and Federal Risk Management Program requirements as well as Federal and California Process Safety Management standards. Specifically, there is one registered process (water treatment and disinfection) at EAFWTP and two processes at SRWTP (water treatment and disinfection and chlorine cylinder storage). The wells and the water tank maintain chlorine in amounts above 100 pounds and below 1,500 pounds at each location. Each facility is subject to California Risk Management Program requirements and has one registered process (water treatment and disinfection). California Risk Management Programs are divided into 4 program levels. The water treatment plants are subject to Program 3, and the wells and storage tank (30 registered sites) are subject to Program 2 requirements. California and Federal Process Safety Management programs have a single set of requirements based on threshold quantities. Each program has periodic required activities. This request for proposal is for the work required to meet the periodic required activities for these programs for FY 21/22, FY 22/23, and FY 23/24. (The City's fiscal year runs from July 1 to June 30 of the following year). The City of Sacramento intends to enter into an agreement with a base period beginning from the date of award through June 30, 2022. In addition to the base period, the agreement may include two (2), one (1) year option periods. It is in the sole discretion of the City to determine whether or not the option period(s) will be exercised.
