The objective of the contract is to have the Consultant serve as the City's Resident Engineer along with appropriate staff required for Project inspection, specialized sole source inspection, materials testing, contract administration services, quality control, traffic management, safety, storm water quality, public relations and outreach, claims mitigation, document control and construction management. The Consultant's Construction Manager shall be a licensed Professional Civil Engineer registered in the State of California, with strong general civil engineering construction skills, depth of resources, and sensitivity to local and regulatory issues. "Consultant" is the team providing construction engineering services; "Contractor" is the firm who is awarded the construction work. The Consultant shall identify the Project team, including the Resident Engineer to be used for this Contract. Additional staff and sub-consultants are to be brought in on an as-needed basis. The City maintains the right to request additional staff if, in its opinion, there is inadequate coverage during any phase of the Project. In addition, the City may request a substitution, at any time, of a member of the Project team including the Resident Engineer, if in the opinion of the City, the team member is not fulfilling their responsibilities. Consultant shall immediately provide a qualified substitute. The Project is located in the City of Sacramento on Bell Avenue between Bollenbacher Avenue to the west and Astoria Street to the east. The Project will provide pavement rehabilitation including base repair, re-striping, curb, gutter, and sidewalk gap closures, traffic signal modifications, street lighting, storm drain and bridge railing improvements along the project corridor.
