The Transbay Joint Powers Authority (TJPA) is issuing a Request for Proposals (RFP) for Right of Way Acquisition, Relocation Advisory, and Specialty Appraisal Services related to planned right-of-way acquisition for Phase 2 (also known as the Downtown Rail Extension (DTX)) of the Transbay Program (Program) from firms (Respondents) with the qualifications and expertise to provide some or all of the following services (Services): Right of Way Acquisition: Provide expertise in support of various Right of Way acquisition activities, such as negotiations for purchase of required interests in real property; Relocation Advisory: Prepare the TJPA's Relocation Impact Study; implement the TJPA's Relocation Assistance Program, including provision of relocation advice, assistance and services to displaced businesses and residents, consistent with federal and state law; Goodwill Appraisal: Appraise loss of business goodwill and prepare goodwill appraisal reports that meet the requirements of state law; FM&E Appraisal: Appraise trade fixtures, machinery, equipment, and other items installed for use on a property (FM&E), and prepare FM&E appraisal reports that meet the requirements of federal and state law; and Testify as an expert witness in condemnation trials or other court proceedings. The TJPA strongly encourages participation by Locally Based Enterprise (LBE), Small Business Enterprise (SBE), and Disadvantaged Business Enterprise (DBE) firms. The TJPA accepts certifications from the following as SBEs: any state's Unified Certification Program, California Department of General Services, and the San Francisco Contract Monitoring Division.
