This acquisition is a small business set-aside. The NAICS code is 238990 and the size standard is $16.5M Method of solicitation: RFQ - Request for Quote Type of Award: Firm-Fixed Price Commercial Service Pre-proposal Conference/Site Visit: A formal, scheduled site visit, along with a teleconference participation option will be held on Wednesday, January 19, 2022 at 9:00 am CDT. All interested contractors will participate in a conference call with the contracting officer and the technical representative of the park where the solicitation/quote requirements and technical requirements will be covered, and all contractor questions will be taken. Upon completion of the conference call, those who are in attendance on site will be provided a formal tour of both sites with the contracting officer representative (COR). Contractors interested in attending the onsite tour shall meet at Cane River Creole National Historical Park, Magnolia Plantation, 5549 Highway 119, Derry, LA 71416 NLT 9:00 am CDT. All interested contractors shall RSVP to participate in the available site visit NLT 2:00 pm CDT on Tuesday, January 18, 2022. RSVPs will be received at laurie_sherrod@nps.gov. Upon receipt of the RSVP the conference call number and passcode will be provided. If no RSVPs are received by 2:00 pm CDT on Tuesday, January 18, 2022 the conference call line will not be activated, the onsite tour will not be provided, and the formal site visit will be cancelled. The Statement of Work provides a detailed description of the requirement along with a couple of pictures. Please provide all questions to laurie_sherrod@nps.gov NLT 12:00 pm CDT on Friday, January 21, 2022. Once all questions have been submitted an amendment will be posted to provide each interested contractor with the conference call agenda and sign-in sheet and all questions and answers provided. Basis for Award: The Government intends to award a contract to the responsible Quoter whose quote represents the best value to the Government. The basis for award will be best value to the Government, considering all evaluation factors. This is a "best value" procurement using the tradeoff process as described at FAR 15.101-1 The Government will make an award to the responsible Quoter(s), whose quote is most advantageous to the Government, price and other factors considered. Accordingly, the Government may or may not award to the lowest price Quoter(s). The government reserves the right to make award to a higher priced Quoter(s) to achieve a superior solution in meeting the requirements of the SOW. This acquisition uses the policies of FAR Part 12, Acquisition of Commercial Items, in conjunction with the policies and procedures of FAR Part 13.106-2, Evaluation of quotations or offers. This solicitation is issued as a Request for Quote (RFQ). See FAR 12.102(b) and 12.603(c)(2)(ii). The Government intends to evaluate quotes and make award without discussions. Evaluations will be based solely on the materials included in the quote. Therefore, the Quoters initial Quote should contain the Quoters best terms. After receipt of quotes, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with a Quoter for clarification purposes. At any time prior to selection, including upon receipt of quotes, the Government may exclude a quote from further consideration for any material failure to follow instructions, including the omission of required information. Affordability: To assist quoters with assessing the magnitude of services to be performed during contract performance, the Government estimates that the tasks range from approximately $75K - $125K to meet all requirements. The Government may select a quoter for award with a price below, at, or exceeding this figure if it finds that offer provides the best value and funds are available. Incomplete quotes are not acceptable and will render the Offeror non-responsive. Quote Submission: All quotes, in response to solicitation 140P5222Q0016, shall be submitted via e-mail to the contracting officer, Laurie Sherrod, at laurie_sherrod@nps.gov no later than January 27, 2022, 12:00 pm CDT. Respondents must have the Representation and Certifications in SAM.gov completed and updated prior to award. Evaluation Factors and Methodology: All quotes shall be evaluated by the Government in accordance with the factors and criteria established above. The evaluation factors will measure the Government's confidence that the Quoter understands the equirement, proposes a sound approach, and will be successful in performing the contract. The technical evaluation criteria to be evaluated consists of: Demonstrated Prior Experience and the Technical Approach.
