Site work and new construction of a mixed-use development in Killeen, Texas. Completed plans call for the construction of a 10,260-square-foot transportation facility; and office development.

The project includes, but is not limited to, the construction of a new hangar building, with office space along with access road, utility services, and associated improvements. The base bid items will include the site work including all work outside of the proposed building footprints (Base Bid Schedule A), along with construction of the hangar building (Base Bid Schedule B). The additive alternates will include the offices interior framing and finish out (Alternate 1), 2nd Floor structure over office space for future expansion (Alternate 2), hangar bay wet pipe sprinkler system (Alternate 3), and hangar bay extension (Alternate 4). Proposals shall be accompanied by a cashier's or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CITY OF KILLEEN. Lobbying and Influencing Federal Employees (31 USC 1352, 2 CFR part 200 Appendix II(J), 49 CFR part 20 Appendix A) 11. Requirements for Drug-Free Workplace David Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on project funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. All Bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of 7.66% of the dollar value of the prime contract, excluding 100% locally funded items, to certified Disadvantage Business Enterprises (DBE). City of Killeen reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of City of Killeen, and to reject nonconforming, nonresponsive, or conditional bids.
