As evidence of meeting these requirements, the Contractor shall submit, if requested by Owner, a copy of the current letter from NDOR which states that Contractor has been approved for the "Qualified to Submit Bids List" and which also lists the approved work category. Each proposal must in a sealed envelope containing the bids and must be accompanied by a bid security in the amount of not less than five (5) percent of the total amount of the bid (Total Base Bid). The bid security may be by certified check on a solvent bank or bid bond made payable to the Treasurer, Lower Platte South Natural Resource District as security that the bidder to whom the award is made will enter into a contract to complete the project and furnish the required bonds. All proposals submitted in accordance with the instructions presented here will be subject to evaluation. Bids may be held by the LPSNRD for a period not to exceed 45 calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. Award of Contract will be based on the lowest aggregate sum proposal (Total Base Bid) for all work, submitted from those bidders that are confirmed as being responsive and responsible. The District reserves the right to reject any or all bids and to waive any informalities in the bidding.
