The consulting professional shall provide the Town with the following services to complete Historic Resources Inventory ("HRI") reports re-evaluating 165 significant historic structures previously surveyed whose forms are abbreviated, leading to a lack of architectural or historical information and no discussion of significance or whose forms need updating as they have undergone significant modification and alterations requiring an assessment of the architectural integrity. It is anticipated that the consultant selected will coordinate efforts with the Historic District Commission Administrator to produce HRI reports for the properties. The consultant will also conduct a windshield survey across the town to locate additional historic structures to propose adding to the HRI. In the event that any individual property on the HDC-supplied list of 165 properties is determined to be non-contributing (e.g. original resource demolished, irreparably altered, etc.) the consultant shall replace it with an appropriate substitute. Any properties determined to be non-contributing shall be noted as such on consultant's master list. The consultant will also: o Communicate through the bidding process with Rich Kotchko, Purchasing Officer. o Communicate, once the project is initiated, with the project administrator, Donna Douglass, HDC Administrator and CLG Coordinator ("Project Administrator"). o Meet with the DECD Survey and Grant Director to review the project o Submit the HRI report in draft form to the DECD, the Project Administrator and the HDC for review and comment, in sufficient time to meet the deadline for final submission. o Confer with the Westport Historic District Commission ("HDC") as needed. o Coordinate the project's progress and submission of completed materials with the Project Administrator. o Attend and make presentation at an HDC work session The consultant's work will also be governed by the provisions of the Assistance Agreement between the State of Connecticut, Acting by the Department of Economic and Community Development, and the Town of Westport (the "Assistance Agreement") which is attached hereto for reference, and a contract to be executed between the consultant and the Town of Westport (the "Contract") that incorporates the terms of this RFP and the Assistance Agreement and includes an indemnity and hold harmless provision in favor of the Town of Westport. The method of contractor selection has not been determined at this time.
