THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THIS IS A SOURCES SOUGHT NOTICE ONLY. INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, this sources sought is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this notice, any response will be treated as information only. SUMMARY OF WORK TO BE PERFORMED: This is not a request for proposal. This market research is being conducted to determine the availability and adequacy of potential, verified in the Vendor Information Pages (VIP) database, Service-Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) interests prior to determining the method of procurement for the Architectural and Engineering (A/E) Services Multiple Award Task Order Contract (MATOC) for VA Region 3. Region Three consists of four Veterans Integrated Service Networks (VISNs) 10, 12, 15, and 23. VISN 10 serves the states of Michigan, Indianapolis, and Ohio. VISN 12 serves Illinois, Madison, and Wisconsin. VISN 15 serves the states of Kansas and Missouri. VISN 23 serves North Dakota, South Dakota, Iowa, Minnesota, and Nebraska. The professional services within Region 3, provided under each IDIQ contract are of an architect or engineering nature, as defined by State law, as applicable, which are required to be performed or approved by a person licensed, registered, or certified to provide such services. Reference FAR Clause 52.236-25 Requirements for Registration of Designers (June 2003). Small Business Concerns are reminded of Title 13 Code of Federal Regulations (CFR) Part 125.6 and FAR 52.219-14, Limitations on Subcontracting. This will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a duration of five (5) years. Up to eight (8) IDIQ contracts could be awarded to compete for each new task order requirement. Architect/Engineer (A/E) services are required to provide project site investigation; data input and analysis; project scoping and cost estimating; development of Requests for Proposal; complete detailed designs for maintenance, repair, alteration, and new construction projects; third party design reviews; procurement support; construction period services, including submittal reviews; commissioning; project management; and construction management. These projects will require multi-disciplinary planning, designing and A/E service for institutional, commercial and industrial type facilities. Services to be provided are multi-disciplinary in nature and primarily focused on Infrastructure Technology (IT) modernization and building infrastructure improvements to support implementation of the new Electronic Health Record (EHR). Additional projects may support the VA s Minor, NRM and Seismic programs. Title I (Type A / B Services) and Title II (Type C Services): Title I (Type A Services). The A/E Firms shall perform all work required to investigate existing conditions (Pre-Design). This work includes pre-scope field investigations (site visits) and surveys (topographic, geotechnical, chemical, site utilities, existing mechanical etc.), energy modeling/analysis, programming, commissioning, and similar fact-finding surveys of the site to provide reports of existing conditions on which to base proper design; and similar services not involved in the preparation of designs, plans, drawings, and specifications. Title I (Type B ) Services: The A/E shall perform those items normally furnished by an A/E in the actual preparation of the design documents (plans, drawings, estimates, specifications, submittal register, Comprehensive Interior Design, etc.) in the Schematic, Design Development and Construction Document phases. The A/E shall perform all work required to produce documents describing the work required to accomplish the project as specifically identified in each Task Order (TO). Unless otherwise specifically provided therein, the A/E shall perform these services as follows. Field Survey and Investigation: The A/E shall visually inspect the site and/or facility for familiarization with the scope of work and general conditions of the facility. Coordinate with the using activities to obtain their operational activities for the development of functional relationships and detailed requirements. The A/E shall visit the project site for investigation of the existing physical conditions and to ensure the accuracy of the drawings, as available, furnished to the A/E by the Government. Cost Estimates: The A/E shall design each project to provide a complete and usable facility within a given target construction cost provided by the Government. The target construction cost will be provided to the contractor in our requests for proposal and on the executed contractual document, the Standard Form 252. The A/E cost estimates shall be based on labor and material prices prevailing in the project s locality. Cost estimates shall be descriptive, detailed, and includes all operations of work required including quantities and unit costs. Additionally, the construction cost estimate shall include Government Furnished Equipment (GFE) and contractor furnished equipment when applicable. The A/E cost estimate shall summarize all cost by material, labor, other direct costs, overhead, profit, and bonding costs. Cost estimates shall be prepared on an electronic version of the VA Form 08-6277, RS Means Standard Excel Format or CO pre-approved A/E equivalent electronic spreadsheet that provides the information specified above. Project Costs: The A/E shall be required to conduct the field survey and investigations, prepare the preliminary drawings, data, reports, etc., and design the full scope of the work as outlined above and as agreed upon during review of study data and recommendations. If the estimated costs exceed the amount indicated on the project description sheets for each project (based on current anticipated scope and subject to adjustment to approved scope), sufficient alternates to the construction contract should be determined at the time of the preliminary review conference to reduce the cost below this amount, if deemed necessary by the Government. Cost estimates, and computation sheets prepared by the A/E shall be marked FOR OFFICIAL USE ONLY . Phasing Plans, Impact Mitigation, and Energy. Construction work will be in occupied Medical Centers and every effort will be made to interface construction with Medical Center operations. To minimize impact this means the preparation of detailed phasing plans including associated moves. Phasing plans will show exact areas of work along with specific outage times, infection control risk assessment (ICRA) mitigation measures (including specific dust, noise, debris control), interim life safety measures (ILSM) which provide for specific measures to mitigate any reduction in fire protection features (i.e., exits out of service, fire sprinkler removal, etc). Utility outages will be carefully planned to allow all OSHA required safety measures to be maintained while continuing Medical Center operations. (For example, outages must provide means to shut off and lock out / tag out equipment while still allowing for Medical Center to continue operations). Project must meet all legal requirements and executive orders including Energy Policy Act (EPAC) 2005, Energy Independence and Security Act (EISA) 2007, Executive Order (EO) 13514, and EO13423 all dealing with environmental, energy, and water as specifically applied to Federal Buildings. This requires up front analysis and planning. Title II (Type C Services): Provide Construction Period Services, Project Management and/or Construction Management services to support the VA design and construction delivery process. Services include those items involving inspecting, monitoring, commissioning, and evaluating design and/or construction activities to validate conformance to scope of work, plans and specifications. These services include reviewing, evaluating and testing product submittals and shop drawing, preparation of construction contract modifications and drafting of Request for Information (RFI) responses. The A/E shall provide commissioning services as outlined in OCFM Whole Building Commissioning Process Manual. (https://www.cfm.va.gov/til/spclRqmts.asp#Cx) The anticipated NAICS for this acquisition is 541330, with a size standard of $14.0 Million. The average value range per Task Order: $1,000,000.00 - $1,500,000.00. The average number of Task Orders: 8-12 per A/E firm per year. The MATOC awards are projected to have a combined total value of $500,000,000.00. Task orders will be issued against the established MATOC award. PROCURMENT INFORMATION: The Government anticipates conducting a competitive acquisition for this requirement. It will be issued as an Indefinite Delivery Indefinite Quantity Contract with the intent of awarding a multiple award contracts for licensed architectural, multi-disciplined engineering and design (A/E) services for the following types of projects: Facilities demolition, repairs, alterations, new construction, utility/infrastructure upgrades, commissioning and leases. Exact items, quantities and delivery requirements will be identified in the Standard Form (SF) 330s Statement of Qualifications and subsequent solicitation related requests. Solicitation and award procedures that may be used include but are not limited to FAR 36.6, FAR 16.505, VAAR 819.70 and VAAR 836.6. However, the results and analysis of the market research will finalize the determination of the procurement method for each project. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. The anticipated North American Industry Classification System (NAICS) code is 541330 Engineering Services (size standard $14.0 million). However, a NAICS code of 541310 Architectural Services (size standard $7.0 million) may be considered depending on the responses received. The duration for these A/E IDIQ contracts is anticipated to be one base year and four option years. The ordering limits of each IDIQ contract have not been established. The responses obtained from this sources sought notice will help the Contracting Officer make informed decisions for each project regarding acquisition strategy. All respondents shall provide a general capabilities statement in the following format: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 541310 or 541330. Also, provide business type (i.e., Large Business, Small Business, Veteran Owned, Service-Disabled Veteran Owned VIP verification, Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners and potential teaming partners. Section 3: Provide a Statement of Interest in providing these A/E Services. The Statement of Interest shall include the VISN or VISNs your firm is interested in providing services. Section 4: Provide a list of any previous A/E IDIQs your firm has either been a prime or subcontractor on. Please ensure to include the VISN and/or location, the disciplines your firm provided for the contract, the NAICS code applied for the contract and the ordering limits of the IDIQ contract (maximum task order amount and total value of the IDIQ). No solicitation is being issued at this time. The actual solicitation for the A/E MATOC Services for Region 3 IDIQ is targeted to be issued in Fiscal Year (FY) 22. The Capability Statement submitted in response to this Sources Sought shall not be considered to be a proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. Any information regarding the potential projects identified in this notice will be posted to Contract Opportunities at beta.sam.gov.
