The City of Glendale is seeking a qualified construction manager/general contractor to provide design phase assistance and construction services as the Construction Manager at Risk (CMAR) for a City of Glendale project for the necessary well improvements of the Arrowhead Hospital and Sierra Verde Park wells. The construction cost for this project is estimated at +/- $10M, depending on final design. It is the City's desire to have this project completed before July 2024. PROJECT DESCRIPTION The City of Glendale's (City's) Water Services Department manages the City's water resources portfolio, which is critical to the continued growth and prosperity of the City. Groundwater wells are key water resource assets needed to meet the City's current water quality and water quantity needs. As part of a 2019 well development program several wells were evaluated for either rehabilitation, redrilling, or replacement. The evaluation included the Arrowhead Hospital well and AR-15 (Sierra Verde Park) well, which were recommended for replacement. SCOPE OF WORK The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The selected CMAR must have experience in oversight of municipal well drilling projects, a knowledge of equipping well sites and constructing pipelines. The CMAR will work closely with and be an integral part of the project team during all phases of this project. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract. The CMAR will also be responsible for construction means and methods. The City is seeking a qualified Construction Manager at Risk (CMAR) to provide pre-construction and construction services during the design and construction phases of this project. The selected CMAR must have experience in oversight of municipal well drilling projects, a knowledge of equipping well sites and constructing pipelines. The City will enter into a professional services agreement with Hazen and Sawyer Engineering (Engineer) for the design of the well site improvements. The CMAR will work closely with and be an integral part of the design team during the design phase of this project.
The CMAR will provide pre-construction management services during the design phase of the project and may serve as the general contractor during construction of the project, if it is determined to be in the City’s best interest. The CMAR begins with the firm in an agency support role for pre-construction services. At some point prior to construction, the CMAR will assume the risk of delivering the project through a guaranteed maximum price (GMP) contract.
The CMAR will be responsible for construction means and methods. The CMAR will be required to demonstrate that any self-performed work is competitive with the industry. The CMAR will also be required to solicit a minimum of three bids from pre-qualified subcontractors, using the contractor’s subcontractor selection plan to perform any work that will not be self-performed by the CMAR
