Construction of the Dos Rios Light Rail Station NOTICE IS HEREBY GIVEN that Sacramento Regional Transit District (SacRT) is soliciting bids for a Contractor to furnish all labor, materials, tools, equipment, material transportation, and perform all operations associated with basic site materials and methods as indicated on the Plans and specified in the Contract Documents. General work description: Work consists of designing, manufacturing, supplying, constructing, installing, testing, and making operational the Dos Rios Light Rail Station Project as shown in the Contract Documents. The work includes, but is not limited to: all earthwork; trackwork; grade crossing panels; street construction; parking lot modifications; drainage and utilities; associated site work; retaining walls; station platform; site furniture; passenger information systems; static signs; planting; clearing and grubbing; irrigation; irrigation modification; electrical and lighting; protection of existing shrubs and trees; overhead contact system; underground system ductbanks; traction power substation site work and cable system; wayside signaling and grade crossing warning systems; traffic signal preemption; train-to-wayside (TWC) system; fiber optic backbone and laterals; communication system; foundation work; dust control, noise control, fencing, signage and striping, and paving required to complete the work. Payment, Performance and Service Disruption Bonds will be required in the amounts set forth in Section 2.0, Foreword. Contractor's license classification at the time of award must be A. It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally funded contracts. Consequently, the DBE requirements of 49 C.F.R. Part 26 apply to this contract. No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts. Attachment 6 Disadvantaged Business Enterprise Program Contract Provisions sets out the requirements Contractor must meet if any certified DBE firms perform on this Contract. To allow SacRT to track race-neutral DBE participation for Contracts without a DBE goal, Bidders are expected to submit the DBE Commitments Form (DBE Form 1a) for all solicitations without an established goal and in which a DBE will be participating. SacRT reserves the right, as its interests may require, to reject all bids, to waive any informality or minor irregularities in bids, and to accept or reject any items of the bid. In addition, SacRT reserves the right to reopen the solicitation if no responsive bids are received. All inquiries concerning this IFB, the Bid Documents, the Contract Documents, bidding procedures or other requirements must be communicated in writing through SacRT's Portal Vendor Portal. If Bidder submits a question to any other person within SacRT other than Camille Tyler, through the Portal Vendor Portal, Bidder may be deemed non-responsive. Any inquiries must be received by SacRT at least 10 working days before the date of the scheduled receipt of Bids. Verbal questions from Bidders must subsequently be submitted to SacRT through the Portal Vendor Portal within 24 hours. All changes to the Bid Documents will be accomplished through a formal written addendum. In no event will SacRT be bound by any verbal or written responses, including Letters of Clarification, provided to a Bidder. The deadline for receipt of written questions is end of business on THURSDAY, MARCH 7, 2024. Bidders and primary subcontractors (primary subcontractor means a listed subcontractor for which the portion of the work listed for that subcontractor equals or exceeds 25% of Contractor's total Bid price for this Project) must submit to SacRT the Pre-Qualification Questionnaire set out in Bid Form 14 in accordance with the Instructions to Bidders, Section 3.18, Qualification of Bidders. Unless submitted with the Bid through Portal, the Pre-Qualification Questionnaire must be submitted by email to Procurement Analyst identified above, with a copy to Juliette Terry at jterry@sacrt.com. The Early Submittal Date for Bidder and any primary subcontractor to email the Pre-Qualification Questionnaire is no later than THURSDAY, MARCH 7, 2024, at 11:59 p.m. ("Early Submittal Deadline"). See Section 3.18, Qualification of Bidders for an explanation of the Early Submittal Date requirements. SacRT, to the extent permitted by law, will treat the information as confidential, except that parts of it may be discussed with persons and firms referenced by Bidder or primary subcontractor. If Bidder or primary subcontractor is a joint venture, each joint venturer must prepare and submit a separate Pre-Qualification Questionnaire. Verbal questions from Bidders during the pre-bid meeting or site visit should subsequently be submitted to SacRT through the Portal Vendor Portal within the deadline specified for Q&A. SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on Portal to find interested firms for subcontracting.
