Estimated Project Value : $200,000 - $210,000 PROJECT NO- 000598.0449 The Work for Contract 2022-SI generally includes, but is not limited to, approximately 178 L.F of 8-inch and 6-inch sanitary sewer main replacement, replacement of two manholes, replacement of approximately thirty-two (32) sanitary sewer laterals, and 370 L.F. of cured-in-place pipe (CIPP) lining; and all associated materials, equipment, labor, and necessary apparatuses as contemplated by the Contract Documents. The Project Site is located in the Borough of Elizabethtown. Clarification Deadline: 2/14/2022 4:00 PM Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10% and made payable to or naming as oblige the Borough of Elizabethtown. Bid security shall be received by Ed Ellinger, P.E., Herbert, Rowland & Grubic, Inc., 369 East Park Drive, Harrisburg, PA 17111, no later than three calendar days after submission of the Sealed Bid. All questions about the meaning or intent of the Bidding Documents are to be submitted via the PennBID Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the Project, said provisions being pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. The Borough of Elizabethtown reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough of Elizabethtown and to reject any or all proposals. Notice is hereby given to bidders that construction of this project is being funded in part, by a federal grant provided to Lancaster County from the U.S. Dept. of Housing and Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors according to the U.S. Department's Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive.
