Construction of a new 750,000-gallon Sugar Hill Water Storage Tank. This project generally consists of the furnishing of the labor, materials, and equipment for the construction of the new water storage tank, including all the yard piping, site work, electrical, and other appurtenances to complete the Work and provide a fully functional system. The OWNER may make such investigations as it deems necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the OWNER all such information and data for this purpose as the OWNER may request, including information on subcontractors that are intended to perform work on the project. By submission of his bid the Bidder acknowledges the right of the OWNER to make such investigations, to contact references and utilize this information as a basis of determining award of the contract. The OWNER reserves the right to reject any Bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the OWNER that such Bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The Bidder must demonstrate the satisfactory completion of a minimum of three (3) similar sized elevated water tank projects constructed within the previous ten (10) years. (The Bidder may list more than the minimum number of projects to demonstrate required experience.) Questions concerning meaning or intent of the Bidding Documents shall be submitted to Craig Ferguson, Brown and Caldwell, at email caferguson@brwncald.com not later than 5:00 p.m. local time on February 11, 2022. All questions must be in writing on the Bidder company letterhead. The time allowed for Substantial Completion is 450 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 480 consecutive calendar days from the date of commencement. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. Each Bid must also be accompanied by a notarized non-collusion affidavit for the bidder. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. The successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement as Exhibits "B" and "C". The successful Bidder will also be required to furnish an oath pursuant to O.C.G.A. 36-91-21 from every person who procures the Agreement. The terms and time for payment are set forth in the Agreement. The Owner reserves the right to reject any or all Bids, to waive informalities and re-advertise. The work for this project shall include, but not be limited to, furnishing all labor, material, incidentals, supervision and equipment to perform site work; construct structures; install piping; perform yard work; provide erosion and sedimentation control; install, test and startup equipment; install, test and startup electrical in accordance with the Contract Documents to provide a complete and operating facility.
