If any prospective Offeror has questions about the specifications or other solicitation documents, then it is the Offeror's responsibility to contact the Purchasing Manager whose name appears on the face of this solicitation, in writing, no later than, 4pm, February 7, 2022. Oral requests for information will not be accepted. No further written inquiries will be accepted after 4:00 P.M. local time on 2/07/ 2022. The people of Fredericksburg are building a 21st-century urban center on the foundation of this historic city at the fall line of the Rappahannock River. Fredericksburg is a hub of regional economic activity in the I-95 corridor, half way between Washington and Richmond. It is a city with a multicultural population and thriving cultural scene, a place that works for everyone, and a community where the people are writing the next chapters of Fredericksburg's history. The City is the heart of one of the fastest growing regions in the State. It has experienced a population growth rate of 26% since the 2000 Census, twice the statewide growth rate. The City's population growth is due to the attractiveness of the City's location and the strength of the regional economy. To address this growth and change in market economics, the City has either completed or is in the process of creating 10 Small Area Plans (see map). In addition to a City-wide market analysis, plans for Areas 1, 2, 3, 6, and 7 have been completed or are underway. Plans for Areas 5, 8, and 10 are next in priority for work. The method of Contractor Selection has not been Determined at this time.
