Site work for a water / sewer project in Collinsville, Oklahoma. Completed plans call for site work for a water / sewer project.

As of 2/21/2022 project was not yet been awarded. Anticipated award date is on 2/22/2022. The project consists of improvements and rehabilitation to both the Collinsville water distribution system and sanitary sewer collection system. The scope includes installation of 6" waterline, various repairs and valve installations, as well as 8" sanitary sewer rehabilitation and point repairs. Bidders must bid on all items of the contract. The whole work under this contract will be awarded as a single contract to the lowest responsible bidder for the work. No bid may be withdrawn for at least sixty (60) days after the scheduled closing time for receipt of bids. Each proposal must be accompanied by a Bidder's Bond, or Cashier's Check upon any solvent Bank or Trust Company, payable without reserve to the City of Collinsville/Municipal Authority, Collinsville, Oklahoma, in an amount not less than five percent (5%) of the total amount of the bid. Bid security of the two low bidders will be retained until approval of contract and execution of satisfactory bonds by the successful bidder, or until other disposition on the bids is made. BIDDER must purchase plans and specifications from Holloway, Updike and Bellen, Inc. either directly for paper plans and specifications or through our website for download. BIDDER must be on plan holders list at Holloway, Updike and Bellen, Inc. in order to submit a bid. The bonds required will be a Performance Bond, a Payment Bond, and a Maintenance Bond, each in the full amount of the contract. The City will not accept letters of credit in lieu of any bond required herein. The City may request of any bidder, before his bid is considered for award, that he submit a statement of facts as to his previous experience in performing work of the same character and magnitude, as to his business and technical organization, and financial resources and plant available and to be use in performing the contemplated work. Each bidder must have such information, together with a recent financial statement, available upon request. All bids must include assurances that the following provisions will be complied with: A. Federal Labor Standards Provisions, US Department of Labor, 29 CFR 5; B. Section 3 of the Housing and Urban Development Act of 1974, as amended; 12 U.S.C. 1701U, which requires that, to the greatest extent feasible, opportunities for training and employment be given lower-income residents of the project area and contracts for work in substantial part by persons residing in the area of the project; C. Section 109 of the Housing and Community Development Act of 1974, which assures that no person shall, on the grounds of race, color, natural origin or sex, be excluded from participation in, be denied the benefits of or be subjected to discrimination; D. Certification of Non-Segregated Facilities, which assures the bidder does not maintain or provide any segregated facilities; E. Equal Opportunity provisions - Executive Order 11246, as amended, which assures non-discrimination; F. Minority Business Enterprise and Women Business Enterprise provisions, which encourage minority-owned businesses and women-owned businesses to bid on the project; G. Assurances that surety companies executing bonds appear on the Treasury Department's list and are authorized to transact business in the State where the project is located. H. All bidders must comply with the Anti-Kickback Act and the Contract Work Hours Standards Act. I. "Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and sub contractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting Contract to be awarded to low responsive responsible bidder. The Owner reserves the right to waive any informalities in the bidding and the right to reject any and all bids in accordance with the Oklahoma Competitive Bidding Act. Conditional bids shall not be accepted.
