The City of Rock Island's Public Works Department is soliciting qualifications from firms interested in providing phase I and II services towards execution of a resurfacing contract in early 2023. The 31st Avenue resurfacing project will be utilizing funds from the Surface Transportation Block Grant (STBG) program. Resurfacing on 31st Avenue is proposed between the area just east of the Route 92 interchange and to just west of 11th Street outside the intersection. Local Agency Functional Overlay (LAFO) guidelines provided by the Illinois Department of Transportation (IDOT) will be utilized in the project development. An at grade railroad crossing exists within the project limits that will require coordination from IowaInterstate Railroad, LLC (IAISRR) for safety items and insurance required during construction. A recent topographic survey of the project area was completed by city staff and is available for use by the consultant. In order to be considered, the firm must show expertise with similar STBG and IDOT-LAFO projects. The statement should include a list of similar projects, a list of personnel who will be involved in the project along with their relevant experience in this work. In addition, a list of references, a proposed scope of services to include availability for public meetings, current workload, and a timeline for contract execution should be included.
