Site work for a water / sewer project in Aiken, South Carolina. Completed plans call for site work for a water / sewer project.

PURPOSE The purpose of this inquiry is to determine your interest and qualifications as a potential Offeror build three Saltstone Disposal Units (SDUs) identified by SRR as SDU 10, SDU 11 and SDU 12. These units will be built in pre-determined, site prepared locations by SRR. A tailored Construction Specifications Institute (CSI) Specification and related design drawings. Salient features for each tank are as outlined in the SDU 10-12 attributes section below. The mission of the Saltstone Facility at SRS is to process and dispose of low-level radioactive salt solution from the liquid waste processing facilities. The Saltstone Facility immobilizes low level radioactive salt solution waste by mixing it with a dry material mixture of fly ash, slag, and cement to produce a flowable grout mixture. This grout is poured into large concrete disposal units where it cures to become Saltstone, a non-hazardous material, for permanent disposal. This potential construction subcontract will be performed with labor whose wages are subject to the Davis-Bacon Act. Expected construction duration is sixteen (16) months from start to Mechanical Completion on a 5 X 10 work week. Saltstone Disposal Unit 10-12 is expected to have the following attributes: The tanks are designed to the American Concrete Institute (ACI) 350 Standard and built to the American Water Works Association (AWWA) D110 Type 1 Standard. The concrete mix uses a Class 3 Concrete (Type V cement) that has been tested and approved for use of the SDU application The tanks overall dimensions are 375-ft diameter by 43- ft in height Foundation thickness is 24-inches 25 tapered walls 43-ft in height. Wall thickness is 24-inches at the bottom and 12-inches at the top Roof is sloped (1.5%) and thickness is 12-inches. Roof integrates embeds and penetrations for installation of Balance of Plant (BOP) systems Roof is supported by 208 columns Volume for each tank is approximately 32 million gallons Each tank will be lined and leak tested for tightness by SRR The Scope of Work Includes: Reinforced concrete integral base slab/wall footing construction; Flexible base slab to wall joint including water-stop and bearing and filler pads; Erection of cast-in-place tank core walls including water stop installation between wall segments, lateral cables and vertical post tensioning system; Roof support columns with column capitals; Concrete roof slab construction; External horizontal pre-stressing wrapping of core wall including shotcrete layers and cover using automated equipment; and Epoxy injection of any leaks in walls through cracks, voids or joints, requiring return to site as Leak Tightness testing will be performed by others after installation of an interior liner system The Scope Excludes: Leak Tightness Testing, which will be conducted following installation of an interior liner system; Design; Site Preparation, inclusive of installation of mudmats and HDPE/GCL Liner beneath the floor slab; Balance of Plant infrastructure; and Installation of Interior Liner System The work will be performed to the Liquid Waste Contractors quality program, compliant with ASME NQA-1. Work will be performed in a greenfield environment and not require construction activities inside a Radiological Buffer Area (RBA). Performance Schedule: The estimated project award date is November 2022, with site mobilization beginning in December 2022. The expected construction duration is 16 months from Notice to Proceed. Interested parties are asked to provide acknowledgement of ability to meet the construction duration in their response, as this project will have considerable interest from SRR Management and Department of Energy (DOE-SR). SRR will use the information obtained in your response to this EOI to determine your firm’s ability and interest in performing this service. This EOI is for INFORMATIONAL PURPOSES ONLY. EXPENSES RELATED TO EOI SUBMISSIONS This EOI does not commit SRR to issue a future solicitation for these services or to award a subcontract, nor to pay any costs incurred in the development and submission of any response. Funds are not presently available for any subsequent procurement action. EOI SUBMITTAL INSTRUCTIONS The response should demonstrate your overall qualifications and proven capabilities in supplying the equipment and services required to construct similar type tanks. The information specified below is requested. Organization and Experience Demonstrate that your firm has sufficient resources or if you propose to perform the potential subcontract by use of a partnering agreement with another firm, or with the use of sub-tier subcontractors/suppliers. 2. Service Capability (Equipment, Personnel, and Facilities) Provide documentation to indicate that your firm has the capability, equipment, personnel resources, and facilities necessary to perform the work scope. 3. Additional SRR Davis-Bacon Subcontract Documents Potential Offerors can review typical Davis-Bacon Subcontract documents at: https://www.srremediation.com/business.html REQUIREMENTS Potential Offerors need to be aware of SRR Subcontract Requirements as follows: SRR is a Davis-Bacon Act worksite, and Subcontractors and Lower-tiers Subcontractors are required to be signatories to the Project Labor Agreement (Union Labor) Proposal, Payment and Performance bonds will be required. Environmental Safety and Health Evaluation Worksheet for the past three calendar years will be required with OSHA 300 logs to support. SRR requires an Experience Modification Rate (EMR) of 1.0 or less and a Total Recordable Case (TRC) rate of 3.4 or less. Potential Federal Budget constraints may be presented within the RFP. Representations and Certifications will be required and will be part of the RFP. North American Industry Classification System (NAICS): 237990, Other Heavy and Civil Engineering Construction SUBCONTRACT TYPE It is anticipated that if the requirement referenced in this EOI develops into a future procurement action, the end result will be a fixed-price subcontract. Following a formal RFP and Pre-Proposal meeting at SRR, a single subcontract is planned; however, SRR reserves the right to make multiple awards. Award will be made to the Offeror(s) whose proposal(s) best conforms to any resultant RFP and is determined by SRR to be the most advantageous SRR will evaluate the proposals based on a Best Value approach. An award is anticipated in late November 2022. COVID-19 INFORMATION FOR SRS Savannah River Remediation (SRR) is a contractor to the federal government. On September 9, 2021, the President issued an Executive Order (EO) with the stated intent to require federal employees, federal contractors and subcontractors to be vaccinated against the COVID-19 virus. As a result, attachment 1 further details site specific requirements of contractor and subcontractor personnel.
